Commentary:
For some time now, the Mayors and key staff members of the atles of Bangor and Brewer have
been meeting to discuss ways the communities on work together on projects of mutual interest and
to Identify ways to become more eficient or reduce costs trough mutual cooperation. Both
communities are currently working on redeveloping their waterfronts, and tis has been an area of
discussion. In particular, fere is an interest in insuring that bot of these projects complement one
another and Out they are done in away tat allows easy connections between them. Thisjoint
interest has lead to discussions about how the Joshua Chamberlain Bridge can be used as an
essential connection between the two waterfronts other tan as a barrier between them.
The immediate proposal is for the two communities to share the costs of installing decorative street
lighting on the bridge and Its approaches, lighting tat will carry the themes of the respective
waterfronts onto the bridge. There has also been some preliminary discussion of ways tat the
bridge might be incorporated into the hismric themes and displays planned for each waterfront,
perhaps by using the bridge as a platform for presenting information about famous Bangor/Bremer
residents.
The attached resolve would begin this process by authorizing the Gty of Bangors share for the
bridge lighting project. The estimated cost for to entire project is $80,000, with each community
W contribute 50%. In addition, the resolve authorizes us to enter into an agreement with Brewer
for this project. Please also rote that this project will require the approval of the Maine Department
of Transportation since R involves lighting levels on a state bridge.

MILE) Resolve, Appropriating $40,000 from the General Fund's Undesignated Fund Balance
for the Purpose of Installing Decorative Lighting on the Joshua Chamberlain Britlge.
BE IT RESOLVED BY THE CIT/ COUNCIL OF THE CITY OF BANGOR, THAT
There is hereby appropriated the amount of $40,000 from the General Fund's Undesignated
Fund Balance for the Purpose of Installing Decorative Lighting on the Joshua Chambedain
Bridge. This represents the City's portion of the estimated $80,000 project cost. The
remaining funding shall be provided by the City of Brewer, and staff is authorized to proceed
with this project once funding is available from both communities. To this end, the City
Manager is authorized to enter into an agreement with the City of Brewer regarding this
project. The Finance Director is authorized to establish the necessary capital account for this
purpose.
