Responsible Department: Executive/Purchasing Commentary: The City has approved funding to replace the aging and unreliable bus wash system with a new vehicle wash system capable of washing the City's fleet. Previous anion by the Rnance Committee authorized! the waiving of the Procurement Policy In order to negotiate directly with the preferred vendor, Lyrgx Cleaning Systems, who sells the Whiting Systems, Inc. Smart Wash Eryress Storm Wash System. The Purchasing Agent has negotiated a price for this system In the amount of $155,370.00 which we believe Is a reasonable price for the equipment requested. The payback on the recycling system is estimated at 45 years. Once the system has been ordered, this will allow necessary engineering work leading to renovations to the building to proceed. By rhe On, Counod of the Oty ofRanges; ORDERED, WHEREAS, the City Council has previously approved and budgeted necessary funding for the acquisition of an automated vehicle wash system; and WHEREAS, the City identified a wash system manufactured by Whiting Systems, Inc, as the preferred system; and WHEREAS, in May 2002, the Finance Committee authorized the waiving of the purchasing regulations to permit the Purchasing Agent to negotiate a sole source pmcuremem from Lynx Cleaning &/stems, the distributor of the Whiting Systems, Inc. Approximately $300,000 has been budgeted for this project. For the past several months, Drew Caron from the Engineering Department and I have been evaluating wash systems and necessary building renovators. After reviewing wash systems from around the country, we have determined that the type best suited for our needs is manufactured by Whiting Systems, Inc. (located In Georgia) and sold through a Bangor based distributor, Lynox Cleaning Systems. This wash system is currently installed at Dysarts Truck step in Hermon and Blue Bird Ranch trucking in Cherryfield. We have also loomed that Wal-Mart, Inc. intends to replace their current wash systems with the Whiting Systems, Inc. vehicle wash. Both Drew and I have been very impressed with this system and their level of engineering/technical support. I aim believe that it would be beneficial for the City to work wth a local vendor on a project of this magnitude. Following completion, having a local firm available for service would be very advantageous as this type of equipment will require maintenance. The other vendors of vehicle wash systems are located in the Mid -west or Canada with no local distributors. For these reasons, I am requesting consideration to waive the purchasing regulations for the purpose of sole source procurement from Lynok Cleaning Systems. I believe that with assistance from myself and Drew Caron, the Purchasing Department would be successful in negotiating directly for this equipment I realize that this is an exception to the normal bid/proposal process, but I believe that the best system is available locally and that it would be unfair to ask others to submit proposals under these circumstances. The antidpated purchase price of the equipment would be in the range of $100,000 to $125,000. The construction portion of this project would then be put out to bid. If you sonar with this approach, I would be happy to meet with the Finance Committee to review the request and to answer questions which they may have. Thank you for your consideration.
