Earned time -off creates an Incentive for regular part-time employees to work and rewards those employees with paid time off. This concept was reviewed and approved by the Government Operations Committee at its meeting on January, 30, 2002 and necessary funding was included in tlx: recently approved FY03 Clry budget Approximately 60 employees will be eligible to participate in the program. Various rules governing this benefit program will be established by Administrative Policy, a copy of which Is attached for Information and background purposes. Earned time - off Is paid straight time -off, accumulated by the employee based upon the number of straight hours worked per calendar year quarter and may be used for vacation, sick or holiday Time or other acceptable paid tmeeoff purposes; AND, BE IT FURTHER ORDERED, THAT he effective date of the amendment is July 1, 2002. D R A F T Eamed Time -Off Policy 1.0 Purno The purpose of this policy is to establish rules and regulations for implementing and administering Earned nme-Off (ETO) for non-union regular part-time employees. 2.0 Definition and Ilse. 2.1 Earned Time -Off is paid straight time off accumulated by the employee based upon the actual number of straight time hours worked in each calendar year quarter. 2.2 Earned Time -Off may be used for purposes such as, but not limited to, vacation, sick time, holiday time or other similar and acceptable paid time off uses. 3.0 Elkifibility. Employees eligible for Earned Tlme-Off shall be those who are classified under Section 3.2.2 of the Personnel Rules and Regulators, Regular Part -Time Employees (Non -Union) Eligible employees shall accumulate Earned Time -Off based upon the following formula: Average Moura WerkM Mmimum Earmtl lr eOff Per Year Per Week Dave Mrs®40 Mre®32.5 30-40 10 80 75 20-29.99 7.5 60 56.25 10-19.99 5 40 37.5 7.5 to 9.99 2.5 20 18.75 O to 7.49 0 0 0 Hours worked shall mean all straight time hours (non - overtime) actually performing work for the City, including any ETO hours. Hours worked shall not include: any leave of absence without pay, suspension without pay, time not worked while receiving Workers Compensation benefits after the first ten (10) weeks on such status, or when on any non- 02 279 pay status. Depending upon the actual number of hours worked each calendar quarter, employees may accumulate Ef0 at different rates throughout the year. 5.0 Accrual Schedule. Earned Time -Off hours will be accrued and credited to eligible employees at the end of each quarter based upon hours worked through the last full pay period of the previous calendar quarter. Accrued time will be credited to the employee and will appear on the employee's paycheck stub on or before the 151r of the month following the end of the calendar quarter; i.e. October 15, January 15, April 15, July 15, as defined in the following chart: Quarterly Accrual Schedule by Hours Average Hrs Worked Accrued Hours Ouarterly Per Wee 40 Hr. Employees may request advance EM pay at least one week before the scheduled time off. The Department Director's determination regarding the scheduling of EM shall be final. 6.2 Earned Tme-Off not used during the quarter in which it is earned may accumulate up to a maximum of six (6) work weeks (240 or 225 hours). 6.3 After the maximum ETO accumulation limit has been reached the employee shall forfeit any right to accumulate additional leave until he/she has been charged for at least part of the time so accumulated. It is the responsibility of every employee to be aware of his/her accumulated leave. No 02-279 employee shall receive payment In lieu of ETO other than at separation from the City. 6.4 No employee will be allowed to take Earned Time -Off which has not been earned as provided herein. No negative ETO balances will be allowed. 6.5 Employees will be eligible to accrue and take Earned Tlme-Off as follows: 6.5.1 For employees hired and employed prior to July 1, 2002: after the completion of the first quarter ending September 30, 2002. 6.5.2 For employees hired and employed on or after July 1, 2002: at the end of the next quarter following the first ninety (90) days of employment. Upon separation from service from the City, employees shall be paid for any accumulated Earned Time -Off as well as a pro-ated accumulated amount based upon the hours worked in the quarter separation occurs, up to a maximum of six (6) work weeks. All UO pay shall be at the employee's current straight time hourly rate. Department Directors and Division Heads are authorized to develop internal selection and/or scheduling procedures, if necessary, to assist with the implementation of this policy. 9.0 Responsible City Department. The Human Resources Division shall be responsible for any interpretation of or assistance with the implementation and administration of this policy. 10. Effective Date. The Earned Time Off Policy shall become effective July 1, 2002 subject to the Bangor City Council adopting a corresponding amendment to the Personnel Rules and Regulations approving Earned Time Off for regular non-union part- time employees.
