This project will provide emergenry back-up power to operate the treatment plant in th event of a power
(allure. Additionally, the generators may he operated dunng periods of high demand, proviiding road savings
in the purchase of electricity. CH2M-Hill designed the treatment plant and has provided additional services
W the qty over the past decade. Engineering and Treatment Plant Staff recommend approval.

ORDERED,
WHEREAS, the City of Bangor Issued a Request for Qualifications for Engineering
Services for the Emergency and Supplemental Power Generation Project at the
Bangor Wastewater Treatment Plant, and
WHEREAS, CH2M-HIII was determined to be the most qualified of the seven
responding firms, and
WHEREAS, the City Finance Committee granted permission on May 22, 2002 to
enter into negotiations with 0H214-HIII for the purpose of defining a detailed scope
of work and engineering fee for the project, and
WHEREAS, CH2M-HIII has met with City Staff to discuss the project and has
submitted the detailed scope of work and engineering fee, and
WHEREAS, Staff concurs with the scope of work and proposed fee, now
THEREFORE, Be it ordered by the City Council of the City of Bangor, that tate City
Manager is hereby authorized and directed, on behalf of the City of Bangor, to
execute a contract for Engineering Services for the Emergency Generator at the
Wastewater Treatment Plant with CH211-XIII.

(Anactament B) for the Emergency and Supplemmtal Power Upgrades Project. We are
looking forward to working with the City of Bangor on flus project and in helping the
Bangor WPAF staff to reduce energy costs all provide added Be bilitywiM the electrical
system We have included within the scope of services our understanding of the work to be
mmple of that is defined at this time. The scope of services was based in part on the May

We have numbered the scope items and broken deem down on a task by tusk basis as
follows: Technical Memorandum/Prelimhary Design, Permitting, Final Design, Bidding
Assistance and Services During Construction (Field Inspection, Office Services, PI.0
Programming and Startup).
Tho following is abrief summary of do scope for the project
Emergency and Supplemental Power upgrades
Task 1- Technical Memorandum/ Preliminary Design
We will prepare a technical memomndvm on the alteratives discussed at tine May 21+
meeting earl provide our recoraunmdations based on a workshop anbe held to discuss the
issues. We will then prepare a preliminary design notebook for dee project to further
develop the building layout, electrical modifications and functions. An engineers estimate
of probable conshachon cost will be prepared.
Task2—Permitting
We wit, work with fla Maine Deportment of Envirmwental Protectimn (MEDFP) fora Minor
Source MEDEP Air Emission Uum ee and a Building Permit as well as any additional
penums; required for siring fhe facility. Due to the urnkmwn nature of (he level of effort for
His task we have provided costs on a time and materials basis with a cost not w exceed
without written audnmriaation by doe Cry of Bangor. We will work with fie City

Task3—Piral Design
Once we base come to agrammt on the aspects of des new faatities we will prepare contract
documents for the design of ties upgrades based on the prelvainn y design report dewsloped

(1) New Switchgear and Power Generation and Emergency Generator Sets

a building at the Iucation of the faurib (4e) primary clarifier.
• Relocate ducMads, storm drains and niter utilities to provide a location for new
building.
(2) SCADASystem Upgrades

Task4Bidding Assistance
We will provide bidding asastsnce to the WPAP for the project. The activities we will
perform include attending a pre-bid conference, preparation of addenda, answering bidder
questions, attendance at the bid opening and evaluation of bids as well as providing a
written recommandxtim of award.
Tasks Services During Construction (Pietd, Office Services, Software Development
Startup)
We will provide care (1) part-time resident engineer to observe the work of the Contractor
and nuke reasonable efforts to maintain conformance of the Contractor's work with the
intent of the Contract docomennb. The resident engi>wa will provide part-time assistance
for two days per mond+ for nine mondis from Marcia 2003 tiuough November=i. We will
assist the City during the co struchm of the project by providing the following services,
attend a precoratructim conference, review of shop drawings, issue rla^Bratioa, prepare
change orders B necessary, provide software programming services, startup assistance,
operator training aM providing a new chapter in the O&M vanuaL Due to the women
