Commentary:
HEARING,. - Prior in voting on the attached Order, the City Council is required to hold a Public
Hearing on the establishment of implementation assessments for the Bangor Center Development
District.
Prior to this hearing the City has fulfilled extensive statutory ounce requirements, including publication

assessed value as of April 1, 2002. This was published In 0e Baugor Daily News on May 31, 2002. This
assessment will be levied far a oncyear program commencing on Ady 1, 2002 and ending on rune 30, 2003.
The progress] budget for the Bangor Center Managemem Corpormio i for the 2002-2003 Program is
$45,003 and rhe City has been requmed to mise the amount of $39,3T2 from taw hademepmtim xssesunems
on properties located or the Bangor Cerner Development District. The remainder is a projected carryover Ooth
2001-2002 of $3,731, rad budgeted revenues of $1,900.

THAT the am of $39,392 be assessed to AM the operation of the Bangor
Center Development District for the period beginning July 1, 2002 and ending on June 30,
2003; and be it fuller
ORDERED, THAT said sum be assessed against properties in the Bangor Center Development
District; and be it further
ORDERED, THAT mid assessments shall be due and payable to the City of Bangor on or
before September 16, 21102 with interest to accrue at an mount race of 8.75% from September
17, 2002 on all of said assessments remaining unpaid after September 17, 2002; and be it

There are four City Council Orders and two public hearings necessary to rominue
finding of the Bangor Center Development District through the Bangor Center Management
Corporation. These are scheduled for required public hearings and consideration at the lune 10,
2002 City Council meeting.
The first public hearing is m consider adoption of the proposed Development Program
and Budget to be implemented within the Bangor Center Development District. Notice of this
hearing was published in the May 31,2002 edition of the Bangor Dally News. The notice
included the date, time and location of the public hearing; a legal description of the district; the
maximum true of assessment of $0.53/$1,000 of valuation for a one year period beginning July 1,
2002; and notice that the proposed Gat of Properties to be affected is available in the City
Assessor's Office.
The second Public hearing will be to consider implementation aneasments on Properties
within the District The public notice (same as above) was published in the May 31, 2002
edition ofthe Bangor Daily News that included a description of the mea to be assessed and a
maximum rate olusawamem per tbousand dollars of assessed value.

The budget proposed by the Municipal Development District Advisory Board and the
Bangor Caner Management Corporation is $45 003, $39,372 ofwhich is proposed to be raised
from implementation assessments on property owners within the District, $3,731 way -over from
FY2002, and $1,900 in other revenues.
The special assessment rate needed to fiend the $39.372 district budget from
implementation assessments in the coming year is$0.51 per$1,000 ofassessed value based on
an estimated total district assessed value of$771N.000. An overlay rate of$ 0.02 per $1,000
of assessed valuation is recommended, resulting in a trust implementation assessment one of
$0 53 oer $1,000 of assessed value, ted annum indicated in the public hearing ounce as the
"Maximum Rene of Assessment" for [Ise period commencing on July 1, 2002 and ending on June
302003,
