We have been contacted by several organization, Including the University of Maine at Orono, that
have requested the City to formally support the passage of bond questions 1 and 2 on the lune
primary election ballot
Question 1 Includes funding for repairs and improvements to public school facilities to address
health, safety, and compliance defidencies; giants to public educational institutions including the
University of Maim System and the Maine Technical College System, m install sprinkler systems in
dormitories; funding to renovate a state office building in Augusta; and funding for a homeless teen
shelter In Portland.
Question 2 is the proposed economic development bond. Among the funded projects, Mose of
particular interest to the City and our region include: the Municipal Invesvnent Trust Fund; the
Finance Authority of Maine's program to fund community, regional and state business financing
Programs; capitalization of the Maine Rural Development Authority; funding for the University of
Maine for its manufacturing and engineering center; and funding for biomedical research.

(TITLE.) Resolve, Supporting Ballot Question #1 and Question #2 on the lune 11,
2002 Ballot.
WHEREAS, on June 11, 2002, Maine voters will be asked to approve Ballot Question #1, a
$28.5 million bond issue to fund renovations and improvements for public schools
and buildings related to health, safety, accessibility, and function; and
WHEREAS, on June 11, 2002, Maine voters also will be asked to approve Ballot Question #2, a
$34.9 million bond proposal to stimulate job growth in Maine through strategic
investment in economic growth initiatives, research and development, renovation
of historic cultural facilities in Maine that will strengthen Maine's tounsm industry,
safety and homeland security measures to protect public court houses, and
WHEREAS, passage of Question #2 will provide particular benefits to this region, especially in
the areas of protecting and increasing manufacturing and biomedical -related jobs,
businesses, Industries, and opportunities; and
WHEREAS, passage of Question # 2 will allow Maine to successfully attnact several millions of
dollars In federal grants and contracts to our universities and biomedical
Institutions that will stimulate the state's economy; and
WHEREAS, together passage of questions #1 and #2 will take advantage of Low interest nates
to provide much-needed strategic investment in facilities and projects that are
essential to Maine's economic growth and future; and
WHEREAS, passage of both bond questions will provide Immediate and long-term benefits to
the region and to the stare by providing safer, more functional schools and public
buildings as well as economic growth and job creation, and
WHEREAS, passage of questions #1 and #2 are wise Investments in opportunities to improve
the attractiveness of Maine as a place to learn, to work, and to live;
NOW, THEREFORE, BE Ir RESOLVED BY THE CIT' COUNCIL OF THE CITY OF BANGOR that
we hereby support passage of Question #1, the school renovation and safety bond, and
Question #2, the economic growth bond.
BE IT FURTHER RESOLVED, THAT we call upon the citizens of Bangor and our state to vote
"yes" on both ballot questions on June 11, 2002.

facilities to address health, safety and compliance deficiencies, general
renovation needs and learning space upgrades; to provide grams to public

renovate the Augusta Fast Campus Harlow Once Building; and to provide a
center for homeless teenagers In the Portland Area?

facilities to address health, safety and
compliance deficiencies; general renovation
needs; and learning space upgrades.
UNIVERSITY OF MAINE SYSTEM
Provides funding for public educational 5,807,000
institutions for the purchase and installation of
automatic sprinkler systems in dormitories. A
public educational institution that applies for
funds under this section must prove to the Board
of Trustees of the University of Maine System
that reasonable progress towards meeting the
requirements of the federal Amedcans with
Disabilities Act of 1990 has been made on that
campus.
MAINE TECHNICAL COLLEGE SYSTEM
Provides funding for public educational 1,193,000
institutions for the purchase and installation
of automatic sprinkler systems In dormitories. A
public educational Institution that applies for
funds under this section must prove to the Board
of Trustees of the Maine Technical College
System that reasonable progress
towards meeting the requirements of the federal
Americans with Disabilities Act of 1990 has
been made on that campus.

DEPARTMENT OF
Provides funding for renovation of a building 500,000
in the Portland area to establish a center for
homeless teens.
ADMINISTRATIVE AND FINANCIAL SERVICES,

Provides funding for renovation of the Augusta 8,000,000
East Campus Harlow Building, including all
electical, water and mechanical systems, roof
replacement and asbestos and mold abatement,
and other necessary Improvements and
equipment related to the occupation of the
building by employees.

Question 2: Bond Issue
Do you favor a $34,970,000 bond issue to stimulate job growth, renovate
buildings, defend against terrorism in Maine and promote tourism? The
bonds would be used for the following purposes:
1. Funds of $4,000,000 for the Municipal Investment Trust Fund to
provide loans and grants to municipalities for public infrastructure
to support economic development and other purposes of the fund;
2. Funds of $8,000,000 to the Finance Authority of Maine to create
and retain Maine jobs through the funding of community, regional and
state business financing programs;
3. Funds of $540,000 for the protection of the lives and property of
Maine citizens;
4. Funds of $6,000,000 to capitalize the Maine Rural Development
Authority to facilitate job creation through the development and
redevelopment of commerclal and Industrial buildings in Maine;
S. Funds of $400,000 for renovation of buildings and associated
infrastructure at the Scirootlic Education and Research Center. State
bond funds will match $4,000,000 in federal funds;
6. Funds of $5,000,000 for the construction of a facility for
Product development and support that will provide the University of
Maine with the resources needed to help solve dally manufacturing
and engineering problems;
7. Funds of $4,000,000 for the construction of a facility for
product development and support that will provide the University of
Southern Maine with the resources needed to help solve daily
manufacturing and engineering problems;
8. Funds of $5,500,000 for medical research and development by
Maim -based biomedical research institutions in order to obtain
matching federal funds for health research to cure disease and to
retain Maine gratluates by providing quality Maine jobs;
9. Funds of $1,000,000 for the planning and construction of the
Franco -American Heritage Center at St. Mary's in Lewiston;
10. Funds of $30,000 to assist the Moosehead Marine Museum in the
renovation of its flagship, the Katandin; and
11. Funds of $500,000 for the renovation of the Center Theater in
downtown Dover-Foxcroft.
