Responsible Department: City Manager Some time ago, the City acquired an approximate 5.6 acre parcel of property on New York Street for the purposes of securing airport noise easements and potenM1al reuse. Subsequent to the purchase of this property, a number of discussions were held with Council regarding potential uses. The Council eventually indicated a desire to see residential development on the property and directed staff to develop a request for proposals and to solicit the involvement of neighborhood residents. 5eveml meetings were held to review a draft request for proposals, with neighborhood residents invited to attend and express their opinions. Coundl authorized the Issuance of an RFP that was made available to proemial developers in January of this year. In April, two responses were received tram Fairway Circle Realty Trust and Jon Dawson. The proposers reviewed! their proposals with the City Council in May and the Council held a subsequent workshop session to discuss them and outline any additional information they desired or outstanding questions. Staff has also reviewed the proposals and provided a summary of how each addresses the evaluation oiteda included in the request. We are now at the point where the Council should designate a tentadve developer with whom a more detailed development agreement will be negotiated. Selection of a tentative developer Indicates that this Is the parry with wham the City will attempt W reach agreement on an eventual development proposal. It does not require the City to enter into such a development agreement until or if an acceptable agreement has been negotiated. I would also note that once a tentative developer has been selected, staff will schedule an opportunity to meet in executive session with the Council to determine an appropriate bargaining position. The attached order must be amended by subsdtution N insert the name of the developer the Council wishes to selected. If adopted, it provides a ninety day period during which a development agreement would be negotiated. I would note that should the Council select Jon Dawson as the tentative developer, the Council should also indicate which of his options It would find acceptable for initial negotiations. Option A (13 lots of 10,000 to 31,000 sq. ft); Option B (13 lots grouped on the New York Street side of Me property); Option &1(1] lots grouped near New York Street). This is not necessary should Fairway Ode Realty Trust be selected since that group did not propose any alternates. NOW, THEREFORE, BE IT ORDERED BY THE QTY COUNCIL OF THE CRY OF BANGOR THAT: Jen Dawson's hereby designated tentative developer of an apprwumate 5.6 acre parcel on New Yoi* Street for the purpose of undertaking a residential development on this site.City stiff is authorized to enter into divcusslons with the tentative developer for the purpose of negotiating a development agreement to be presented to Council at a future date for as review and approval. This designation shall expire August 31, 2002 unless extended by the City Council. Cindy Orcutt Landscape Architect, asplafned the reasons for Baysoe's several design options. Jin Kaiser, representing Fairway Circle Realty Trost gave a brief -cap of their orriglnal proposal. Nike Rogan, New York Street, objected to Causes's Option B. Paul Chaikea, Royal Road. Expressed concerns high density and potential traffic problems. Laura Berry, Norway Brad. Road, signed a petition distributed by Nr. Susan. ubich she naw feels was misleading. Carl Snow, Laurel Circle. consultant to Fairway Circle Realty Treat, gave additional details of this proposal.
