Responsible OepartmeM: City Council Commemary: This order would authorive City staff to enter into negotiations with both Penobscot County and with Teamsters tocel 340 toward the possibility of the City utilizing dispatch services fmm the Penobscot County Regional Communications Center. This change Is under consideration largely due to the casts of the regional communication center being moved from a per taints charge assessed against those communities that utilize the sernce to the County tax where the City of Bangor will be required W pay a proportionate share of these costs, whether the CIty uses the service or not. Prior to moving W such a regional service, a number of Issues must be resolved both with the County regarding a number of ancillary services which would be impacted by such a transition and with focal 340. Order, Directing City Staff M Enter into Negotiations with Penobuot County and With Teamsters Local 390 — Police Support— Regarding the Potential for the City of Bangor to Wave Dispatch SerAces From the Penobscot County Regional Communications Center. WHEREAS, the City of Bangor currently stags and op uats a public safety dispatch center located at the Bangor Police Department; and WHEREAS, this center provides dispatching sennas for the Bangor Police and Fire Departments, Including the Fre Department's emergency medial services; and WHEREAS, Penobscot County has recently included! the cost of Meir regime[ dispatch service within the semces paid for by the County tax, thus requiring the City of Bangor W pay for a portion of this service, whether It Is utilized by Bangor or not; and WHEREAS, as a result of MIs change, the City Council has nevieaaed the options of either Joining the regional dispatch system or retaining our own dispatch service; and WHEREAS, as a resuit of this review, the Council believes Mat the City cannot reasonably ask its reskdents and taxpayers W continue to support the Otys own dispatch center while also contributing to the costs of the regional communiadons center and WHEREAS, prior to making any such change, additional information and negoNstions are required both with the County and with Teamsters Local 390 — Police Support. NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT: City staff is hereby directed W enter into negotiations with Penobscot County W clarify various Issues regarding hon certain services now provided by the City of Bangor's dispatch center might be handled by the Penobscot County Regional Cornmuniabons Center. Staff b further directed to enter into negotiations with Teamsters Local 390— Police Support — to meet, discuss, and bargain over contractual and other issues related W such a change. ©!
