Authorimbon for Staff to Initially Approve Residential Rehabilitation Loans in Emergency Situations Responsible Department: Community & Economic Development Commentary: Occasionally Community Development Aaff are made aware of sitvatlons at residential properties that threatens the immediate health and safety of the occupants, obstructed sewer lines, damaged water lines, fuel tanks, water heaters, Or defective heat systems for example. In cases where the property owners are eligible for financial assistance through the Residential Rehabilitation Loan Program, additional rehabilitation may be required, but the emergency must be resolved immediately. In such cases it would be very helpful if staff could approve the expenditure of CDBG funds to repair the emergency situations wititout having to wait for the next Business and Economic Development Committee meeting. This Oder would authorize the City Manager, the C&ED Director, or the MED Director to initially approve the expenditure of CDBG funds in an amount not to exceed $3,000 for these situations. The Business and Economic Development Committee would be informed as soon as possible, and eventually, if necessary, the Committee would review an additional loan for the full rehabilitation of the property. Order, Authorization for Staff to Initially Approve Residential Rehabilitation Loans in Emergency Situations WHEREAS, the Community Development Rehabilitation Staff, from time to time, are made aware of emergencromating deficiencies in dwelling units for which an application for a Community Development Residential Rehabilitation Loan has been received or is anticipated; and WHEREAS, such deflKiencles create emergency conditions which threaten the life or safety of occupants of the Involved dwelling units; and WHEREAS, these emergency -creating deficiencies are correctable within the scope of the Community Development Residential Rehabilitation Loan Program; and WHEREAS, time is of the essence in correcting such deficiencies; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT either the City Manager, the Director of Community and Economic Development, or the Director of Business and Economic Development may approve the expenditure of Community Development Residential Rembiliibtion Loan Program funds in an amount up to $3,000 to correct the emergency causing deficiency provided that he: 1. Considers the defidency ies) involved curate an emergency situation which threatens the life or safety of the occupant(s); 2. Finds the owner of the Involved property to be an eligible recipient of a Community Development Residential Rehabilitation Loan; 3. Considers the rehabilitation of the involved property be be feasible and appropriate, and the emergency -causing deficiencies to be conecbble within the scope of the Community Development Residential Rehabilitation Loan Progrem; 4. Approves the exyendlNre of only t ose funds necessary and appropriate for the conection of the emergency -causing deficiencies; and 5. Informs the Busing and Economic Development Committee in a timely manner of hs authorization of the expenditure of funds W resolve emergency situations.
