231 Randolph Drive

Commentary: ihls house was purchased by Melinda Davis in April of 2000. Since then there have
been several problems with the house that required bar m repair at ber expense. Her water heater had
to be replaced, her breezeway doors were sbrck shut by frost moves, someone told her that the house
was full of asbestos (which was removed by the Air Force prior W acquisition by the City) and two weeks
ago her sewer line collapsed. Ms. Davis Is one of 26 low and moderate income buyers (required by HUD
to use CDBG funds in rehabilitation the 51 houses), and is overwhelmed by her mortgage and added
maintenance expenses. She approached the City and requested we purchase the house for the existing
balance of her mortgages, which are currently around $69,000, and suggested we could make any
necessary repairs and resell R to cover our expenses. Staff recommends acqulsMon of this property
using the net proceeds from the sales of the 51 homes, In an amount not to exceed the indebtedness.
When a new buyer Is iderltted, Council Action will be required to re -sell the house.

(TITLE.) Order, Authorization to enter into a Purchase and Sale Agreement and
acquire 231 Randolph Drive
WHEREAS, Council Order 99-12 authorized the sale of City owned property lasted on
Randolph Drive and Maxwell lane to eligible buyers in the City's "Randolph Drive Maxwell Lane
Family Housing" residential subdivision, and;
WHEREAS, on April 11, 2000, 231 Randolph Drive was sold to Melinda Davis, who has
owned and occupied the property for two years, and;
WHEREAS, the owner of the property has determined that she is unable to keep up
with maintenance expenses of the property, and has requested that the City buy back the
property to enable her to find mare suitable housing, and;
WHEREAS, the Business and Economic Development Committee has reviewed the
request and has determined the request to be appropriate and consistent with the original
Intent of the Randolph Drive Maxwell Lane Family Housing project;
NOW, THEREFORE, BE 1T ORDERED by the City Council of the City of Bangor,
that the City Manager is hereby authorized to execute a Purchase and Sale Agreement with a
purchase prim not to exceed the amount of the owner's indebtedness on the property, for the
acquisition of the residential property looted at 231 Randolph Drive, and the City Manager, the
Director of Community and Economic Development, or the Housing Programs Manager are
hereby authorized W execute such additional documents as approved by the City Solicitor to
complete the acquisition of clear and marketable tltle to the property looted at 231 Randolph
Drive.
