This Order would grant an extension oftentative developer status to Martin Schneider for development of
a City owned development parcel on Exchange Street. By passage of Council Order 02-64 on December
26, 2001, the City Council designated Martin Schneider the tentative developer of the City development
parcel formerly (mown as Urban Renewal Parcel B-13. This stems gave Mr. Schneider an exclusive
Whom to negotiate a development agreement with the City for development of the parcel until Match 25,
2002. Mr. Schneider has proposed development of a 36,000 square foot professional office building on
the parcel with Penquis CAP as the primary tenant. furious CAP has notified W. Schneider that it is
their intent to award W. Schneider 's development team of H.E. Sargent, lnc./ BRC a desigrAbuild
contract upon completion of preliminary investigations and authorizations. Penquis CAP has asked Mr.
Schneider to request of the City a six-month extension of his tentative developer smms to enable Penquis
CAP to secure the financing and authorizations needed for the proposed development.

WHEREAS, the City Council by passage of Council Order 02-64 on December 26, 2001,
designated Martin Schneider as the tentative developer of the City owned development parcel on
Exchange Street, formerly Imown as Urban Renewal Parcel B-13, until March 25, 2002; and
WHEREAS, Martin Schneider and Parquis C.A.P., Inc, have requested an additional au
months to secure the financing and authorizations needed for the proposed development;
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR THAT, the designation of Martin Schneider as the tentative developer of the City
owned development parcel on Exchange Street is hereby extended six months until September
25,2002.
