Item/Subject RESOLVE, calling Upon the United States Departmentof Transportation to
Study the Adequacy of the Transportation Links on the East/West Axes from Halifax, Nova
Sco0a through Maine, New Hampshire, Vermont, Quebec, and Ontario.

Commentary:
This resolve supports the East/West Highway Association's wntinued efforts to get the Federal Highway
Administration to wnduct a study appraising the economic impact of a trans -boarder highway conidor
from Halifax, Nova Settle through Maine and running to Ontario. The study requests determination of
the seal impacts with and without the highway conn pion, and also evaluates the two options for
routing this international curl Whichever route is selected, the East/West Highway will travel
through Bangor.

WHEREAS, on January 1, 1999, the United States of America joined with Canada and Mexico
to establish a hemispheric trading zone known as the North American Free Tracie
Agreement (NAFTA); and
WHEREAS, in order for NAFTA to have the desired effect of creating more trans -border trade
to stimulate economic development, there must be created a new, mare efficle t
transportation option; and
WHEREAS, the current transportation corridor that facilitates east/west travel is dangerous and
unable to sustain additional passenger and industrial traffic; and
WHEREAS, the people and businesses of Bangor and its region deserve transportation systems
that will permit safe and efficient travel.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR,
THAT:
We respectfully urge and request that the federal Highway Administration of the United States
Department of Transportation study the adequacy of the transportation links on the east/west
axes from Halifax, Nova Scotia through Maine and Quebec to Windsor, OntarkaBufFalo, New
York region, as well as from Halifax, Nova Scotia through Maine, New Hampshire, Vermont,
New York to the Windsor, Ontario -Buffalo region.
BE IT FURTHER RESOLVED, THAT:
The study should evaluate the ecatomic potential of the northeast region without significant
changes in the current transportation Infrastructure, and then evaluate the economic potential
of the northeast region with the development of an integrated transportation network that
includes the East/West Highway.
BE IT FURTHER RESOLVED, THAT:
The federal Highway Administration of the United States Department of Transportation
conduct this study in partnership with the government of Canada and any other agency or
agencies the Canadian government shall designate to participate.
