Commentary:
The Code of the Chy of Bangor, Section 9-8(B) states, in part: "A majority of the members appointed to
a committee shall constitute a quorum. In the absence of a quorum, any member or members of the
Council, including the Council Chair, who are present may temporarily serve as a member of the
committee in order to pennR business to be condudec."
Because Section 9-8 only provides for a councilor to temporarily serve as a committee member in order
for dwm to he a quorum, In other circumstances an absent councilor shall not be temporarily replaced by
another councilor for the purpose of voting on matters before the committee.
This Ordinance amendment will provide that a councilor may replace an absent committee member and
vote on matters before the committee, regardless of whether the councilor is need to make a quorum.

THAT Chapter 9, Article L Section 9-8 oft he Code of the City of Bangor is hereby mnen led as
follows:
B. With Neenceptlonofthe Stmtegiclssum Committee, each committee shall consistoftlaee
to five members appointed by the Council Chair morn the City Council membership. The
Strategic Issues Committee shell constimm a Committx of the Whole. Committee members
shall he appointed as soon as possible after the annual election of the Council Chair. They shall
serve temrs of one year each and until then successors are appointed. The Council Chair shall
also appoint one or more members of each committee to serve as its Chair, with the Council
Chart to serve as the Chair of the Strategic Issues Committee. Each committee aball meet at least
one per month. Amajority of due members appointed to a committee shall constiNle a quomm.
In the abseaoe ofaquerum any member of a committee. my member or members of the Councii,
including the Council Chair, who are present may temporarily serve as a member of the
committee in order to permit business to be conducted. Each committee shall perform the
following tasks and functions and such other lacks and functions as may be delegated to it by tlu
City Council from time to 6me.
