HomeMy WebLinkAbout2002-01-14 02-72 RESOLVEDate: 1-14-02 Item/Subject: Resolve, Affirming the Commitment of the City of Bangor to Replace the Current Auditorium and Civic Center Responsible Department: City Manager In September 2000, the City Council adoptetl a resolve that concluded! that sufficient support exists for replacing the current Auditorium/Civic Center and for exploring and working toward an appropriate means for financing such a project. The resolve also indicated that the Council would review the progress made and determine whether to continue Nis effort at As first meeting in January 2001. Since then, the Special Committee on the Future of the Auditorium has completed es preliminary work and developed a set of recommendations on the nature of the replacement facility and that it be financed through a targeted and limited local option sales tax. A sales tax proposal has been developed with the involvement and assistance of a number of other munidpalNes and representatives of the State administration. Support for this initiative has been received from the Maine Service Centers Coalition, the Maine Municipal Assouation, a number of individual communities, and the Bangor Region Chamber of Commerce. It should be noted, however, that a number of other groups have chosen to appose this legislation including the Maine Merchants Association and the Maine Chamber of Commerce. A public hearing on the proposal will be held on January 15° before the Legislature's Taxation Committee. At Mis point, I would recommend Mat the Council determine that sufficient progress has been made to continue Mis effort. The attached Resolve would accomplish this. In addition, it establishes the next progress review data as September 2002 and continues to indicate that should inadequate progress be made at that time, the Bangor Auditorium and Civic Center shall be dosed as of December 31, 2004 ieymu Manager's Comments: To data, significant progress has been made. At the same time, we must continue this effort recognizing the importance of this complex to the region's economy. Whereas, on June 12, 2009, the City Council adopted a Resolve Entitled, "Stating the Goals of the City of Bangor Regarding the Capital Needs and Future of the Bass Park Complex; and Whereas, this resolve indicated the sense of the Council [hat the current Auditorium and Civic Center should be replaced with a new structure; and Whereas, on September 11, 2M, a second resolve was adopted by the City Council Nat concluded Nat sufficlent support edsts for replacing the current AuditorWm/Civic Center, Por expladng and working toward an appropriate means for financing such a project, and indicating Nat the Council shall review the progress made and determine whether to continue this effort at its first meeting in January 2001; and Whereas, since that time, the Special Committee on the Future of the Auditorium has presented a report outiing the nature of the new facility and proposing that it toe financed through a targeted local option sales tax; and Whereas, legislation to authorize such a sales tax has been prepared, endorsed by the Maine Sarvice Center Coalition, Ne Maine Municipal Association, the tang Administration, and others; and Whereas, the CM Council has continued to receive shong indications of community support for a new complex. As a result the policy of the City of Bangor that a new large event facility be constructed B hereby reaffirmed and the City Council and staff shall continue the efforts already underway N fuller inform all interes[etl parties of the need for a new fadlity and to take the necessary steps to achieve a financing plan for such a complex which recognizes that such a pmject cannot be supported by the property tax alone. Should the Council determine that Inadequate progress has been made at that time, the Bangor Auditorium and Cent: Center shall be closed as of December 31, 2009.
