Board of Directors ResponsibleDepartment: Administration Annually, three seats on the Board of Directors for the Municipal Revlew Committee became vacant and participating MRC Charter communities nominate and elect successor Directors. The MRC Is charged with various oversight responsibilities regarding the Penobscot Energy Recovery Company (FERC) Waste -to -Energy facility in Orrington. As of this time, Charter municipalities collectively own approximately 17% of the facility and thus have a financial stake in Its sound operation. This year, there are seven nominees for the MRC Board including the Board President Gerald Kempen of Orono. Mr. Kempen is the only candidate who has requested Bangor's support. Given his record of service to the organization and his request for consideration of our votes, I recommend that Bangor cast its ballot for Mr. Kempen. Robert Farrar from the City of Bangor continues to serve as a Director and Treasurer of the MRC. PLJW --fror-I Department Head Manager's Comments: The recommendation to cast Bangor's ballot for Mr. Kempen was reviewed and approved at the Government Operations Committee meeting held on November 10 and recommended to the full Council for passage.
