Commentary: The attached Order would amend the Employment Agreement between the City and
Chief Cammack. Currently, Chief Cammack has an assigned City while. This Order vrould provide him
with an annual stipend of $4,158 in lieu of the vehide and permit the vehicle to be rotated in the City's
fleet. The stipend amount is the same as provided to Me Police Chief. The effective date would be
November 1, 2003.
Manager's Comments: This has been reviewed in Execu v Session
recornmenkled.

ORDERED, THAT the Employment Agreement between the City of Bangor and
Jeffrey A. Cammack is hereby amended by adding the following:
Section 7. Fringe Benefits
Effective November 1, 2003, Employer shall pay Employee an annual sum of
Four -thousand one hundred and fifty-eight dollars ($4,158) as a car allowance in
lieu of a motor vehicle provided by the City. Said win shall be payable in equal
monthly amounts Employee shall be responsible for the purchase, operation,
maintenance and repair of his vehicle and for providing and paying the cost of
liability, property damage, and collision Insurance. City shall provide and pay for
the installation and maintenance of such communications equipment for his
vehicle as City may determine to be necessary for fulfilling his responsibilities are
Fire Chief. This equipment gall be returned to City should Employee leave or be
terminated as Fire Chief.
All other tens of the agreement shall remain in effect.

Subject: Mileage Stipend for Fire Chief
Date: October 6, 2003
As you are aware, the City has historically provided either a vehicle or annual
mileage stipend for the positions of Fire Chief and Police Chief. Presently, the
Fire Chief has an assigned vehicle while the Police Chief is receiving a mileage
stipend. The provision for either the vehicle or the stipend is included in both
employment agreements.
Recently, the Fre Chief requested that he move from an assigned vehicle to an
annual mileage stipend. This would require an amendment to his existing
employment agreement
Based upon his request, the Chief and I have developed the appropriate
language far the necessary agreement amendment We have used the language
currently contained in the Police Chiefs agreement with the City, Including the
same annual stipend of $4,158. If this proposal is acceptable, I would anticipate
an effective date of November 1, 2003.
As this is a personnel issue dealing with an employment agreement, we should
plan to discuss this with the Council In Executive Session prior to It being
included on the Council Agenda for consideration. A copy of the amendment Is
attached.
