Commentary:
Staff and Council have been weldcing for some time W address the condition of our current Police
building on Court Street and the Departmerfs space needs. Aker concluding that the structural
condition of our current building precluded i6 renewalion, the potential of a new building on Court
Street was pursued. Due to subsurface conditions, the cost and limitations of building on the site
resulted in a decision W seek a new site. Over can other sites were evaluated against an extensive
set of criteria. Two preferred sites were dren identified: B-13, a City redevelopment parcel located
at the intersection of Washington and Exchange, and 240 Main Street, a privately owned parcel
across from Davenport Park and near Central Fre. Development costs at both sites are similar, with
cost estimates of between $6.3 and $6.5 million.
At its last meeting, the City Council voted 43 W select 240 Main Street as the site for the Police
Station. The attached Order will authorize the execution of a purchase and sale agreement with
Gopher Hill Communiintions for this property in the amount of $]]5,000. If approved, we anticipate
that a dosing will occur on or about October 31, 2003 and we will begin moving this projeR
forward.

CITY OF BANGOR
(TITLE.) ORDER, Authorizing the City Manager to Execute a Purchase and
Sale Agreement with Gopher Hill Communications for the Purchase of
Property for a Police Headquarters Building.
WHEREAS, the City, of Bangor needs t0 replace the existing police station; and
WHEREAS, the City of Bangor has located a certain parcel of land appropriate for
construction of a new police station; and
WHEREAS, the City of Bangor and the landowner, Gopher Hill Communications, have
negotiated the purchase and sale of said parcel,
NOW, THEREFORE, by the City Council of the City of Bangor, be it
ORDERED,
THAT the City Manager Is hereby authorized and directed, on behalf of the City of
Bangor, to execute a Purchase and Sale Agreement with Gopher Hill Communications
for the purchase of 61 Summer Street and 240-254 Main Street. The Purchase and
Sale Agreement shall be in a final form as approved by the City Solicitor and shall

such other terms and conditions as negotiated by the City Solicitor and City Manager.
