Item/Subject: ORDER, Autronzing Award of Car Rental Concession Contracts to Avis, Budget, Hertz
and Vanguard ANC.

The City received five proposals for the four or rental concession slots available at Bangor International
Airport. All four of the current or rental concessionaires submitted proposals, and one proposal was
received from Enterprise Rent-A-Car. A tabulation of Ore proposed minimum annual guaranteed fee for
each of the five years in the contract is outlined in the attached memorandum ham Rebecca Hupp.
N - Enterprise proposetl a total fee amount that was slightly more than the Budget proposal, but the
consensus of the selection committee was to stay with Budget for the reasons outlined in the attached
memo.
The recommendation to award contracts to the Incumbent concessionaires (Avis, Budget, Hertz and
Vanguard ANC) was reviewed by the Finance Committee on Septemberl], 2003 and tabled pending
receipt of further information requested by Councilor Palmer. This information was provided in the
attached memorandum dated October 2, 2003. After a second review by the Finance Committee on
October 8, 2003 the staff recommendation to award to the four incumbents was referred to the Cty
Council with a recommendation for approval.
