The City enacted a moratorium on retail marijuana establishments and retail marijuana social clubs on November 1, 2016 by Council Ordinance 16-387. The moratorium will expire on April 30, 2017. The City Council and City staff have made reasonable progress to alleviate the reasons that gave rise to the need for a moratorium, through research, testimony in front of the Maine Legislature, and consideration of different approaches. However, the problems that gave rise to the moratorium, as indicated in the Ordinance in which the moratorium was passed, still exist. Furthermore, there are currently pending before the State of Maine Legislature certain proposed changes to the Marijuana Legalization Act. The proposed changes will not be acted upon by the State Legislature before the expiration of the moratorium. This item was reviewed by the council at a workshop on March 20, 2017.
