Item/Subject: Order, Ratifying City Staff action In amending a Military Construction
Cooperative Agreement (MCCA) between the Bangor Air National Guard and Bangor
International Airport to accept $9.7 million from the National Guard Bureau, for reconstruction
of the North arta South aircraft run-up aprons, connector taxiways and a potion of the aircraft
parking apron.

Commentary: On September 9, 2003, the Airport received notice from the Air National
Guard that additional funding had become available. In order receive the funding, the
Airport and the Air National Guard had to amend the existing Military Construction
Cooperative Agreement prior to the end of the federal fiscal year of September 30,
2003. The $9.7 million of funding will be used to reconstruct the North and South
aircraft run-up aprons, connector taxiways and a portion of the aircraft Wiring apron.
These projects will be funded 100% through the MCCA, there is no local match
required. The Airport Director contacted the City Manager, Assistant City Manager and
Council members to obtain approval to amend the MCCA within the time frame
allowed. This was recommended unanimously by the Business and Economic
Development Committee.

WHEREAS, The Council previously approved the request of $5 million to the National Guard
Bureau, for reconstruction of the North and South aircraft run-up aprons and connector
taxiways; and
WHEREAS, An additional $4.7 million was available for the reconstruction of a portion of the
aircraft parking apron; and
WHEREAS, The ammendment to the MCCA had to be completed prior to the end of the federal
fiscal year of September 30, 2003 in order to receive the funding; and
WHEREAS, City staff communicated with the Council that R would be in the best interest of the
City to accept these grant funds;
NOW, THEREFORE, BE IT ORDERED To ratify City Staff action in amending a Military
Construction Cooperative Agreement between the Bangor Air National Guard and Bangor
International Airport to accept $9.7 million of funding from the National Guard Bureau, for
reconstruction of the North and South aircraft run-up aprons, connector taxiways and a portion
of the aircraft parking. apron.
