The recommendation that the bid be awarded to H.P. Fairfield Company of Skowhegan, the
most competitive and responsive bidder for the street sweeper, was reviewed by the Finance
Committee on July 23, 2003 and referred to the City Council with a recommendation for
approval. See attached Award Recommendation, bid tabulation and memorandum from Bob
Dawes, Motor Pool Supervisor.

Subject: Purchase of Street Sweeper
Date: July 16,2003
After careful thought and numerous conversations with various Individuals, I
have come to the conclusion to recommend we purchase the Johnson Street
Sweeper from H.P. Fairfield. This unit was not the low bid, but in my estimation
would be the more prudent purchase for the City.
I am making this decision for a number of different reasons, some operational
and others with a severity of maintenance issues. In taking with Dave Wight, Old
Town Public Works Director and Rick Moore, City of Brewer, Maintenance
Supervisor both have Elgin sweepers, and are not happy with maintenance
concems with different premature wear problems. Dave Wight has expressed m
me that in the future, any sweeper Old Town purchases will be he job they had
ohnson, as
they have owned them in the past and were terribly happy
done. The last bid taken, Elgin was the low bid. The City of Brewer has also had
premature wear problems and is not happy with the service either.
I also sent one of our Public Works employees to Brewer Th'il gentleman
their has
operator and have a chance to operate the Elgin sweeper. Is not operator
operated our Johnson machine and said the Elgin sweeps
friendly and has a few "downfalls'. The sweeper exhausts down at the street
level and could be a problem for traffic and pedestrians that might be moving
along side the sweeper. The Johnson exhausts out the top of the machine away
from any traffic. The hopper appeared to be smaller and more cumbersome to
clean on the Elgin. This would present a maintenance concern and might cut the
life of the sweeper down.
This is not an easy decision, and I believe the City would be better off to not
purchase the low bid machine. The City of Bangor has used the Johnson
sweepers for many Years and they have given us many, marry tried and true
hours of operation. This is one of those rare times where I am convinced that
sometimes it is necessary to look over the low bid and^spend a �Ilflie money now
to save a substantial amount in the long run.
I would appreciate your thoughtful consideration of this request. Please let me
know if you need any further Information. I will plan to attend Ne Finance
Committee meeting to answer any questions and provide additional'infonnation,
if necessary. Thank you.
