Commentary:
This provides for the continuation ofthe Bangor Airport Civic Development (BanAlr) Corporation's lease
offhc Bangor International Enterprise Center, a Johnson Ave requested by Bantu's Board of Directors.
The Ban kir Corporation has leased the Bangor Intematlonal Enterprise Center building from the Cay of
Bangor/ Bangor International Airport since 1982. During that tlme the Bary it CorporsHon has operated
a foreign trade zone, Foreign Trade Zane No. 58, and a small business Incubator in tne building on behalf
of the City of Bangor. The foreign trade zone and small business Inusbator have been an integral
component of the CIVs economic development strategy, and the BanAlr Corporation has agreed to
continue m assist the City's economic development efforts through Me lease of the building and
management of those use programs.

WHEREAS, the Bangor Airport Oar DesHapment (BanAlr) Corporation is a private, non-profit
corpoabon establishetl by the Bangor City Council N 1979 to foster, encourage and asslst the physkal
location, [, expanamn and resettlement of Industrial, manufacturiing and business enterpicas
and of recreatlonal pro" on or hear Bangor Inseminated ArWe, and
WHEREAS, the Bawkir Denomination provNes papally, management and real estate marketing and
development seivices for properties at Balgor International Asiport antl develops aviation markets for the
alryort; and
WHEREAS, the MmAir Connotation has leased the Bangor Intonational Enterprise Center budding
at W Johnson Ave, from the Cts of Bangor/ Bargar International AWit An twenty (20) year; since
1M; and
WHEREAS, tie BanAlr Corpoat on pad approximately $90,000 in lease payments to the City of
Bangor / Bangor International Airport during 2001-02; and
WHEREAS, the Bawkir Corporation manages a foreign trade zone whhdn tlhe Internatktal
Enterprise Center Buildinh Forego Trade Zone W. 58, far the here0t of the Ciry of Bangor and Bangor
Internatbnal Alrport; and
WHEREAS, the BanAir Corporation manages a small business; incubator within the Internnsbnal
Enterprise Center Building which has been an Integral compmat of the City's economic devdopmens
strategy; and
WHEREAS, the BanAir Corporation has agreed to contains to assist to Ohl economic
develapment of tints mmugh the kale of the Intemat anal EnteTrise Center Building and management of
the foregn bade zone and small business mwbatar.
NOW THEREFORE BE IF ORDERED BY -[ME CRY COUNCIL OF THE CITY OF BANGOR THAT the
City Manager is hereby authohzed, on behalf of the City of Bangor, to exewte a lease agreanent with the
Bangor Airport Chic Development (Ba"r) Corporation for the Intonational Enterprise Center Building,
W Johnson Ave., Bogor in a farm approved by the City Sandlot or Assistant Ory Solicitor and containing
the (dowing terms and concivons.
Term: Five (5) years beginning January 1, M3 with option to renew for a free year period an January
1, 2008, January 1, 2013 and January 1, 2018.
Lease Rate: 65%of income fian space contest remitted to the City of Bangor/ Bangor International
Airport.
Use: To opeate a small business Incubator and foregn hada zone.
