Commentary: The Donal Carrier Agreements and Leases aI Bangor Intematonal Airport expired
on November 30, 2002. The eRecHve data for Ore new leases Is January 1, 2003 and shall terminate
on December 31, 2005. The Airport Department has negotiated new rates and charges for landing
fees, and exdusive and common -use areas within the terminal area. Carriers covered by the
Agreements and Leases will he: At intic Coast Airlines, Corl PanAm, Boston and Maine Airways,
American Eagle, Commute Air and U.S. Airways E%press/PSA. This was reviewed and approved by the
City Solicitor and the Business & Economic Development Committee.

ORDERED,
WHEREAS, the Domestic Carriers wish to continue servicing the
Greater Bangor Arra; and
WHEREAS, the City of Bangor Airport Department desires
enter into these airlines agreements; and
WHEREAS, these agreements will be beneficial to the Airport,
Me carriers, and the Bangor region by ensuring Me
availability of airline rental space.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF
BANGOR, THAT the City Manager or Airport Director is authorized! to

Attached please find a sample of the proposed lease agreements for ow airline tenants. The
existing leases expire at the end oftivs year. The Airport provided a copy of the proposed lease
to the airlines and we have incorporated their comments. The City's Legal Department is
reviewing the lease, which is nearly identical to the previous agreement.
The lease has a three-year term. The rates and charges for More in the terminal building and
landing fees remain constant for the first year and then have a modest increase in years two and
three of the lease. The following is a summary of the charges.
