Item/Subject: Resolve, Stating the Preference of the Bangor City Council for Locating a New
Arena/Conference Center in Downtown Bangor.

Commentary:
We have recently recaved a report from HOK evaluating potential locations far a new
Arena/Conference Center M replace our current facilites at Bass Park. In looking at potential
locations, this firm visited! over 20 sites in the area and closely evaluated nine. These nine included
a number of sites M Bass Park, on or near the waterfront, and in downtown.
The downtown locations offer a number of potential advantages. They: are close to existing shops
and restaurants; provide an additional attraction in downtown; would spur additional downtown
development and redevelopment; provide multiple access and egress routes; would make use of
existing on and off street parking resources; and would support our overall effort to increase the
presence of arts, cultural, and entertainment resources in downtown Bangor.
At fts last meeting, the Business and Economic Development Committee voted to recommend to the
full Council that a resolve be adopted stating the Council's preference that a new Arena/Conference
Center be located in downtown Bangor. The attached Resolve would do so, and would outline some
orthe major reasons for this preference.

WHEREAS, for a number of years, the Qty of Bangor has been engaged In a process of evaluadrg
replacing the Bangor Auditorium with a new facility; and
WHEREAS, As part of this process, the City has worked with representatives of the community and
venous consultants to establish the space and functional needs of a new complex, its
market. as finandal and ecprgmic impact, and as location and general design; and
WHEREAS, during the location analysis, twenty total sites were viewetl and nine saes were identified as
potentially feasible for a new complex; and
WHEREAS, Mese nine sites included locations an Me Bass Park property, several on or near the
waterrront, and a number in downtown; and
WHEREAS, a downtown location would be dose W existing shops and restaurants, spur additional
downtown development, make use of axisfing public paridng, provide multiple avenues for
vehicle and pedestrian attess and egress, and provide another destination location in
downtown Bangor, furthering the Qty's support and encouragement of one revitalization
and rebirth of our downtown.
NOW, THEREFORE, BE IT RESOLVED BY THE CRY COUNCIL OF THE CM OF BANGOR, THAT.
Downtown Bangor is the preferred location for a mw a eraiconference center. A downtown location
will provide another downtown anchor attraction, make use of edstirg parking resources, support and
encourage existmg downtown businesses as well as additional development and redevelopment,
support our efforts to entourage a flourishing arts and culture community, and provide multiple
avenues for vehade and pedestrian attest.
