Commentary:
The Clry has been involved in reviewing the need for additional active recreation fields for some time due to
the growing interest and participation In certain sports. Earlier this year, the Cmmcll was presented with a
proposal to develop an eight field complex to meet local demand and to provide the opportunity to host
tournaments and events that would attract visitors to the community and enhance our economy.
Subsequently, the Council adopted a resolve lndicatin Its support for this concept and requesting that staff -
develop a proposal for establishing an implementation committee to oversee this effort and provide
recommendatiora and advice. The ato ched Omer would do so. Within the overall Committee structure, two
Subcommittees would be formed, one on needs assessment and design and a second on funding and
implementation.
The proposed committee structure has been reviewed on several Occasions by the Government Operations
Committee, which recommends your approval.

CITY OF BANGOR
(T1TlE.) ORDER, Establishing a Special Committee on Multipurpose Athletic Field Complex
WHEREAS, the City has been involved in reviewing the need for additional active recreation
fields in Bangor for some dime; and
WHEREAS, the need for additional fadlities has been recognized for some time as a result of
the growing interest and participation in certain sports; and
WHEREAS, earlier this year, the City Council was presented with a proposal to develop a new
eight field complex to meet local demand and to provide for the opportunity of
hosting tournaments and events that will attract visitors to the community and
enhance our economy; and
WHEREAS, on June 14, 2004, the City Council adopted a resolve Indicating its support for a
multi -use athletic field complex and authorizing the City Manager to develop a
recmnmendation for establishing an implementation committee to oversee this effort
and provide recommendations and advice; and
WHEREAS, City staff has continued to investigate the potential for locating this complex on
Airport property located near Union Street; and
WHEREAS, to further this effort, it is essential to establish a broadly based implementation
committee charged with formalizing a needs assessment and design for the complex
and developing a funding and implementation strategy for it.
NOW, THEREFORE, BE IT RESOLVED By THE CRY COUNCIL OF THE CITY OF BANGOR, THAT
In accordance with Chapter 9, Section 9.9 of the Code of Ordinances of the Oty of Bangor,
there Is hereby established a Special Committee on Multi -Purpose Athletk Held Complex.
SPECIAL COMMITTEE PURPOSE AND COMPOSITION
The purpose of this Committee is to undertake a complete review of the proposal to construct
an eight -field active recreation complex. The Committee shall quantify the existing local need
for such a complex and make recommendations on the number and design of fields necessary
m meet this neetl. Once this has been established, the Committee shall also review the
additional fields required or which need to be upgraded to allow for the complex to maximize
Ute number of tournaments and other events that will attract visitors to Ne community from
outside of the immediate region, including an economic cost/benefit analysis to support
additional facilities over and above those required W meet local needs. The Committee shall
explore methods of Ponding such a complex to Include participation by local, state, and federal
governments as well as grants and other private sector participation. In light of potential
funding availability, the Committee shall investigate potential sties for such a complex, including
sites both in and outside of the City of Bangor. The Committee shall make a special effort to
Investigate the potential for such a complex m b l developed on a regional basis and with Me
participation of other regional entities and area municipal governments. A proposed
development schedule shall be recommended that takes into account the proposed funding
plan and the potential necessity for competing the complex over time and In phases tied ro Me
availability of funds. The Committee shall also develop estimates of the cost to operate and
maintain the facility and of the revenues that the facility may generate, to Include an analysis of
funding rrepessary for major maintenance and replacement.
CDMNITIEE DRGANRATLDN. Two sets of Issues most be addressed and could wall be best
addressed through organizing the proposed special committee into two subcommittees: one on
Needs Assessment and Design and a second an Funding and Implementation.
The Subcommittee on Needs Asessment and Design Is charged with the following tasks:
• Concolitlating the available information an the need for such a complex to meet current and
projected regional demand
• Compiling a comprehensive: inventory of existing fadMics; and their wrrent level of
utilization
• Developing regional support for such a complex
•
Identifying the additional elements M be included In such a complex M address the
potential market for tournaments and other events that will tlmw IndMduals or groups to
the community
• Projecting the number of such out of region events and bsunraments that a complex will be
likely M attract
• Developing fin recommendations on Me nature of the facilities M be Included in such a
complex, Including consideration of utiltration demand by sport type
• Developing projections of the level of utilization these facilities will achieve
• Developing estimates of operating and maintenance costs for such a complex, including an
allowance for depreciation and projected operating revenues.
• Reporting its findings to the Bango City Council
Tire Subcommittee on Funding and Implementation Is charged with developing an
Implementation plan that will guide the actual development of such a complex. Its tusks would
include:
• Developing a funding pan outlining potential sources of funds including local governments,
state and federal grants, and private sel participation;
• Location "a complex M the eMent that Me location may have a bearing on funding the
complex
• Evaluating the potential of co structing the complex in phases and/or the potential for
utilizing existing and/or upgraded existing facilities;
• Analyzing the potential economic impact of such a complex on Me regional economy
through attracting tournaments and Wsttes M the community
• Developing and recommending a fund ralang strategy M allow the complex M ban
constructed.

COMPOSMON. The Composition of the two subcanmittea s shall be representative of Adel
parties with an actual or potential Interest in this project Membership and roadbed of

SUBCOMMITTEE ON NEED ASSESSMENT AND DESIGN
• One member of One Government Operations Committee fo be designated by the Chair of
the Bargor City Council, who shall serve as subcommittee chair
• A representable of Me Bangor Soccer Club W be designated by that organization
• Up to five repretentativa of other local governments M be designated by Mae
govemmeM.s. Requests M participate shall be made to the following communities: Brewer,
Hamden, Hermon, Ororo, and Old Town
• A representettve athe Bangor School Department to be selected by the Superintendent of
Schools
• A representative of the Parks and Recreation Advisory Committee M be selected by the
Committee
• Up M three representatives of other recreational or educatlonal institutions with an interest
in active recreation fields W be selected by Mae organizations. The Council Chair shall
designate the organizations to be invited! M participate after consuhatlon with
representetYa of the Bangor Soccer Club and the Director of Palls and Recreation
Staff support for this subcommittee shall be provided by the Departments of Parks and
Recreation and Engineering.
SUBCOMMITTEE ON FUNDING AN IMPLEMENTATION
One member of the Business and Economic Development Committee to be designated by
• the Chair of the Bangor City Council and who shall serve as subcommittee chair.
• A representative of the Bangor Soccer Club to be designated by that organization
• A representative of the Convention and Viscors Bureau to be selected by that organization
• Up W three representatives of regional Organizations such as the Penobscot Valley Council
of Governments, Eastern Maine Development Corporation, or Penobscot County, W be
arill by those organizations. The Council Chair shall designate the organizations to be
invited to participate
• Up W three citizens with background and knowledge regarding local government finance,
the operation of parks and recreation facllitles and programs, and/or fundraising, W be
sdected by the Chair of the Bangor City Council.
Staff support far this Subcommittee shall be provided by the Departments of Business and
Economic Development and Finance.
STEERING COMMITTEE
In order to coon inam the efforts of the two subcommittees, a Steering Committee composed
of the Subcommittee Chairs and two members selected by the Chairs from their respective
subcommittees may be established. Staff support for the Steering Committee shall be provided
by the Office of Me City Manager.
WORK SCHEDULE. The Subcommittee on Need Assessment and Design is charged to complete
its assignment on or before October 30, 2004. The Subcommittee on Funding and
Implementation is charged to complete it assignment on or before December 31, 2004.
TERM OF APPOINTMENT. Appointments M the Committee shall be for the term necessary for
the Committee M complete its work.
TERM OF EXISTENCE. The Committee shall Kaye an Initial term ending on December 31, 2004.
Upon request of the Committee, this term may be extended for an additional period of no
longer than six additional months ending ]uly 1, 2005.
