If sua ssful, the Grantfunds would be used Wed maintenance pruning on large drytrees. Such work would be contracted, as the City does not have me capablliry, to do so with current resources. The Grant Program requires a 50% local match. To meet this requirement, we propose m do small tree pruning with in-house resources, funded by the Pudic Wode: Operating Budget The Oty has undertaken a significant tree planting program for a number of years. proper malmenance pruning Is recognized as a valuable technique for maintaining the long term health of mature trees and shrubs. The Project Canopy Program has a total of $20,000 in grant funding available, with a Imrit of $10,000 for any mmmunity. The Application deadline is September 3, 2004. The ultimate goal of this grant program is to improve the quality of inner city community forests in Maim's most urbanized communities. For the purpose of this grant "inner city' refers to the usually older and more densely populated residents[ sections of urbanized cities in which low income and minonty, groups predominate. Local municipal units M government with a population greater than 10,00, and educational institutions an non-profit entities operating in these communities are eligible to receive funds under this program. Preference will be given to applicants that have not recently received funding through this program Based on 2000 census data, the City of Bangor is eligible to receive funds under this program. Nppllmtion Page 2 of M-260 Narrative The City of Berger has a population base of approximately 31,500. Bangor is a focal point frr amount Maine and many people from surrounding communities utilize services within the City of Bangor. Examples of services that are provided include Forest parks consisting of mom than 800 acres that is intensively managed for multiple use. The Cry Forest bas an aesthetically pleasing boardwalk that is visited by persons from the entire nation and other counties. Bangor is quickly becoming a focal point for the region. In addition on the forest pnks, the City of Bangor bas over 200 toes oforb= Parks that am managed by the Parks and Romention Division with support from the Forestry Division of the Public Woks Department- Within On park system there are over 15 miles of hiking trails that are maintained normally. The City Nursery produces 300 Kees annually and as aresult, Forestry crews were able to plant 500 trees with nursery stock siter the devastation left by the ice steno of 1998. Reforestation within the City of Bangor has resulted in over 200,000 seedlings being pleaded within the last 10 years. 11me pleadings have developed needed greenways widda the City Forms and aitport grounds. Within the last 40 years over 800,000 seedlings have been planted within the city ofBurger. Tme removals are an ongoing process and each year approximately $20,000 is expanded mmove dangerous tees. A private contractor provides this service. Since the ice storm of 1998. no money bas been available for pouring. A comprehensive proving program has not been in effect for years. Lack of pruning has resulted in the encroachment of large wall small hoes into the public way. Large tree pruning is necessary m clear houses and in recent months severe) complaints have been received regarding mofdamage. It is necessary to prove small tams to prevent suckering. Corrective prating and the removal of suckers proem mom severe problems as the tree develops in tonere years. Moneys received from this grant will help to insure that a pruning program for both small send large trees will continue. The City ofBangar Forestry Crew will prune small uses and will allocate a$10,000 local match for this program. If this grant is awarded the proving of large trees will commence during October of 2004 ant will be completed by spring putting season of 2005. The fon-year lack of pruning is causing problems that will increase each year unless a pruning program is orae again developed ant maintainal on an arorinl basis. 04-20 Tlume Year Maintenance(.ycle The pruodng maintenance rycle for large trees is scheduled for a fivo-year Mod with approximavely 1,0011large trees being pruned each year. Next year the council will be asked to lead and additional $10,000 on a sustained basis for large tree pnadng. The approximate 10,000 amall area will be checked and poured nominally by the Gty Forestry crew. All dead tees will be replaced the following spring.
