Commentary:
The Police Department has seared a substantial grant from the Homeland Secudry Department
and currently has $145,731 remaining. Stiff at the Police Department have conducted research into the
best use of the remaining funds and they have recommended the purchase of a mobile command/bomb
mitigation vehicle. Further Investigation by these individuals and the Maine Emergency Management
Association has produced the recoramendatlon to purchase a custom designed vehide from LDV Inc. of
Burlington, Wisconsin. On July 19, 2004 the Finance Committee reviewed the single source purchase of
the mobile command/bomb mitigation vehicle and appmved the recommendation topyv�ase the vehicle

WHEREAS, the Bangor Police Department has received a Homeland Security grant; and
WHEREAS, the Bangor Mice Department currently has a balance of $145,731 remaining in said
grant; and
WHEREAS, the Bangor Deice DepaHment has determined that a mobile command / bomb
mitigation vehicle Is the best use of these funds; and
WHEREAS, the LVD vehicle has been determined to be the bni vehide to meet the needs of
the Bangor Police Department; and
WHEREAS, on July 19, 2004 the finance Committee revievred the single source purchase of the
mobile command/bomb mitigation vehide and approved the recommendation to purchase the
vehice form LDV fix. in the amount of $140,549.
NOW, THEREFORE, BE IT ORDERED by the CIN Council of the City of Bangor, THAT:

Dear hh. Pellegrino,
I am pleased to announce l have completed specs for am new SRT/F.OD vehicle. As you
are aware we have been blessed with $437,000 from Homeland Security. We have spent
all but $145,731 and expect the vehicle to be much less than this amount
I would request that we consider bypassing the bid process and award the contract to
purchase the vehicle from LDV, Inc. from Burlington, WI. When I started this quest
several months ago I was made aware that the State Police were looking to buy a mobile
command post. Lt. Bill Snedikeq who is dar Services Lieutenant, did a apportions
amount ofreseamh on various companies who make vehicles for the government. He
found that LDV have recently partnered up with Pierce. Pierce is the maker of most fire
trucks iv dte wuvtry. Hefomdthat Nurearemmywmparieswhabavejumpdonthe
Homeland Security bandwagon by coming rarnprrs into mobile command vehicles.
These types ofveldcles that others manufacture will not fit ourneeds. I have also heard
that some companies have turned out an inconsistent product. With the meant of money
at stake, the product needs to be top quality.
I can also involved in the planning and purchase of four mobile command posts that Will
be utilized throughout the state in the event ofany major critical incident. imentionthis
as Brace Fitzgerald of MEMA is heading up the committee to plan and purchase these
vehicles and I have been present wben the vendors have Presented their vehicles.
Fitzgerald and the others on the board were extremely impressed with LDV and are
attempting to sole source the vehicles through state purchasing or the 1122 program.
I will be looking forward to discussing this further with you sometime next week.
