On May 27, 1998, the City Council of the City of Bangor voted to join the Penobscot -Downcast Cable
Television Consomum. Bangor signed the agreement on July 31, 19%.
At that time, the City anticipated Nat the Consortium, along with providing a foram for discussion of
able Issues of mutual concern, would become an effective resource to Bangor and other member
communities on a variety of Issues Including public access and technical support In implementing and
using the set aside government and education channels.
The City's dues of $48,006.44 is 36.5% of the estimate Consortium receipts for F 2005. Given the City's
current budget concerns, the City needs to reassess its continued participation In the Consortium.
The attached Order will authorize the City's withdrawal Turn the Cgnsprtium.

CITY OF BANGOR
(TITLE.) ORDER, Terminating the City of Bangor's Membership In Use Penobscot-
Downeast Cable Television Consortium
WHEREAS, pursuant to Council Order 98-237, the City of Bangor is a member of the
Penobscot-Downeast Cable Consortium; and
WHEREAS, membership in said organization is no longer in the best interest of the City
of Bangor,
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CRY OF BANGOR
THAT the City of Bangor shall terminate As; membership in the Penobscot-Downeast
Cable Consortium.
AND, BE IT FURTHER ORDERED, THAT the City Manager Is hereby authorized and
directed to notify the Penobscot-Downeast Cable Consortium of this Bangor City Council
Order.
BE IT FURTHER ORDERED, THAT City staff is hereby authorized to enter Into
discussions with the Penobscot-Downeast Cable Consortium toward a renogatiation of
the existing interlocal agreement that would allow the City to continue its membership
in the Consortium at a reduced direct cost of $24,003. Staff is authorized to continue
the City's membership should an agreement be reached, subject to the approval of the
France Committee. If no agreement is reached, the City shall make a contribution of
$24,003 to the Consortium to assist this organization in adjusting to the City's
withdrawal from it.
