Responsible Department: City Manager Commentary: Questl in 4 on the November ballot will authorize the Slate W issue $20 million in bonds to stimulate economic growth and job creation through Investments in the Maine economy through funding metlical research and development and related activities. It includes funding for the renovation of Camden Hall on the University of Maine Bangor campus for the purpose of lousing a graduate school for biomedical science. These state funds are projected to attract $44 million In federal and private matching funds. A significant portion of the investments oiled for in Question 4 will be made in the Greater Bangor Region. Question 6 will provide state bond funds for building renovations at campuses of the University of Maine System and the Malne Community College System, with a porton of these funds allocated to campuses within Me Bangor region. These bond issues will benef: our region through direct investment in the area, the potential for economic development resulbng from research and development activities, and strengthening the higher educational system to Insure a supply of highly educated workers. The attached resolve wlll indicate Me support of the City for these two band issues. This has been discussed by Me finance Committee, which recommends your approval. Resolve, Calling Upon the Citizens of Bangor to Support Questions 4 and 6 on the November Ballot — State Economic Development and Higher Education Bond Issues. WHEREAS, Question 4 on the November ballot will authorize the State to issue $20 million in bonds to stimulate economic growth and job creation through investments in the Maine economy through funding medical research and development and related activities; and WHEREAS, these state funds are projected to attract $44 million in federal and private matching funds; and WHEREAS, Question 4 includes funding for the renovation of Camden Hall on the University of Maine Bangor campus for the purpose of housing a graduate school for biomedical science; and WHEREAS, a significant portion of the investments called for in Question 4 will be made in the Greater Bangor Region; and WHEREAS, the renovations proposed for the Bangor campus of the University of Maine will support the City's long standing position that University College of Bangor is an important resource in our community whose future should be protected; and WHEREAS, Question 6 will provide state bond funds for building renovations at campuses of the University of Maine System and the Maine Community College System; and WHEREAS, a portion of these funds will be allocated to campus located in the Bangor region; and WHEREAS, a strong system of higher education is essential to providing the educated workforce necessary for the future economic well-being of our region; 0.5 351 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGORTHAT We call upon the citizens of Bangor and our region to support Bond Questions 4 and 6 on the November B, 2005 ballot. The funding that will be provided through these bond issues will support our objective of improving the economic climate in our region through significant investments in research and development and higher education.
