Responsible Department: City Manager Question 2 on me November ballot will authorize the State a issue $33.1 million in bonds for a variety a transportation projects including improvements to the State's highways and bridges, public transl4 and atrpops. These state funds will make $158,000,000 in federal matching funds available. Question 2 includes funding for a variety of projects and progams in Bangor and throughout the Greater Bangor region that are essenfial to the maintenance and Improvement of our transportation infrastructure, Without these funds and the federal funds that they will attract, It would be impassible to maintain the region's streets and highways at their current level; and Question 3 will provide $8.9 million in bond funds for a variety of environmental projects including recapitalization of the State Revolving Loan fund for wastewater system improvements. Here again, federal matching funds in the amount of $33 million will he available. Over the years, the city has used the sate wastewater revolving ban fund for numerous pmjecrs a zw laded with our server fund. The low Interest rates available through this Pond have allowed us to control the cost of sewer service m the benefit of our ratepayers. We anticipate that we will again use this fund in the future, if 2 is available. Resolve, Calling Upon the Citizens of Bangor to Support Questions 2 and 3 on the November Ballot — Transportation and Environmental Bond Issues. WHEREAS, Question 2 on the November ballot will authorize the State to issue $33.1 million in bonds for a variety of transportation projects including improvements to the State's highways and bridges, public transit, and airports; and WHEREAS, these state funds will make the State eligible for $158,000,000 in federal matching funds; and WHEREAS, Question 2 includes funding for a variety of projects and programs in Bangor and throughout the Greater Bangor region that are essential to the maintenance and improvement of our transportation infrastructure; and WHEREAS, among these are numerous road and bridge projects on state highways and the state aid road system; the state share of a variety of capital projects at Bangor International Airport; and funding for capital investments in our public transit system, including the BAT Community Connector;. and WHEREAS, without these funds and the federal funds that they will attract, it would be impassible to maintain the region's streets and highways at their - ` current level; and WHEREAS, Question 3 will provide $8.9 million in bond funds for a variety of environmental projects including recapitalization of the State Revolving Loan fund for wastewater system improvements; and WHEREAS, these state funds will make the state eligible for approximately $33 million in federal matching funds; and WHEREAS, the City has and will continue to utilize the State revolving loan fund for wastewater system improvements; and x-35 0 WHEREAS, this fund provides loans to Bangor and other municipalities at an interest rate far below what would otherwise be available; and WHEREAS, these low interest rates assist communities in their efforts to restrain increases in sewer rates, thus benefiting all ratepayers; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT We call upon the citizens of Bangor and our region to support Bond Questions 2 and 3 on the November 8, 2005 ballot. The funding that will be provided through these bond issues is essential t0 meeting the transportation and environmental needs of Bangor and our region. These bonds will provide federal and state funds to a variety of capital improvement projects that will benefit our streets and highways, public transportation system, Bangor International Airport, and our wastewater collection and treatment systems. They will reduce the burden that these projects might otherwise place on our property taxes, rate payers, and users of transit and airport services.
