Responsible Department: Ory Clerk/Legal Commentary: The City Clerk has been contacted by a local taxi driver requesting that they be allowed to charge a fuel surcharge to cover the escalating cost of gasdine. This request was discussed by the Finance Committee at a meeting at which several taxi drivers and company owners appeared. It was the consensus at that meeting that fuel prices are placing a significant burden on cub operations. However, the concept of a fuel surcharge was not generally supported due to technical concerns about how such a surcharge would be collected. The general feeling was that the current maximum allowable rates that abs can charge should be adjusted. While there was no agreement on the specifics of the changes that should be made, there was a general agreement that quick action is required. As a result, the Committee asked that an ordinance amendment allowing for a rate increase be placed on the Council agenda for first reading and referral. This will allow the process of amending the ordinance to begin while additional comment and information an be gathered. The attached amendment would increase the fare for the first 1/6'" of a mile from $1.30 to $2.00. It would also increase the charge for waiting time from $10 per hour to $20 per hour. This item will he mourning to the Finance Committee for further discussion and possible amendment. Whereas, the devastation caused by Hurricane Katrina in the Southeastern United States has caused a rapid and unanticipated rise in the cost of gasoline throughout Maine and the United States; and Whereas, such increase in the cost of gasoline has a significant impact on the viability of operating taxicabs because taxicab rates are regulated by municipal ordinance; and Whereas, taxicabs supply a vital service to the City of Bangor and may, in some cases, constitute the only means of transportation for certain citizens; and Whereas, action is necessary W ensure the continued operation of taxicab service in the City of Bangor; and NOW, THEREFORE, BE a ORDERED BY THE CRY COUNCIL OF THE CRY OF BANGOR that Chapter 278, Section 6, be amended as follows: § 278-6. Rates of fares. [Amended 2-23-1976] A. Fares to be collected from any taxicab passenger or passengers shall be as shown on the taximeter, and no owner or driver shall charge rates to such passenger or passengers for taxicab services within the limits of the City of Bangor in excess of the following: [Amended 10-12-1988 by Ord.
