Item/Subject: Authorizing the City Manager to enter into an Engineering Contract with
Edwards and Kelcey for Terminal Apron Reconstruction -Phase 9.

The Airport is requesting authorization to execute a professional engineering services
agreement with Edwards and Kelcey (E & K) to the amount of $319,163 for the
Terminal Apron Reconstruction Phase IV. This agreement will be 100% funded
through the Aiport's FAA approved Passenger Facility Charge.
This project is a continuation of the needed improvements to the infrastructure of the
Airport.

Manager's Comments:
During the discussion of this item at the Finance Committee, the Committee
recommended approval; however, the Committee also requested some additional
information on the project and the proposal, including a map showing the area in
which the work is to be performed. Please see the attached memorandum from the
Airport Director.

WHEREAS, Edwards and Kelcey Is the approved Airport Engineer for Airport Projects
and
WHERAS, this project is necessary for the continued safe operation of the airport; and
WHEREAS, the project will be funded 100% through the Airporrs approved Passenger
Facility Charge Program.
NOW, THEREFORE, BE IT ORDERED BY THE CIN COUNCIL OF THE CRY OF BANGOR
THAT the City Manager Is hereby authorized, on behalf of the City of Bangor, to execute
an Agreement with Edwards and Keloey, in a form approved by the City Solicitor or
Assistant City Solicitor, for Engineering services in the amount of $319,163 for the
Reconstruction of Terminal AprarPhase 4.

Re: Re -Construction of Approximately 36,500 SY of Terminal Apron

A portion of the Airport's Aircraft Parking Apron next to the International Terminal
has deteriorated tm the point that it has become unsafe for aircraft to park on the
North Side of the Intemadonal Terminal Pier.
The Airport is requesting authonzadon to execute a professional engineering service
agreement with Edwards and Kelcey (E & K) for the Reconstruction for $319,163.
The contract will cover the design services and project administration for
approximately 5,100 SY of PCC Pavement and 31,400 SY of Bituminous Concrete
Pavement next to the International Terminal. The domestic aircraft parking apron
was reconstructed in 2001 and the northern -most portion of the International
aircraft parking apron was reconstructed with Air Guard funds in 2003/2004.
The total construction cost is estimated to be approximatety $3,000,000. The Airport
anticipates bidding this project shortly in the hopes to begin construction at the end
of August. The construction contract will be for 90 days finishing the project In
November.
This agreement will be 100% funded through the FAA approved Airport's Passenger
Facility Charge and no additional funding will be required.

Re: Additional lrrhormation Regarding the Passenger Facility Charge Program
During the most recent finance committee meeting, the Committee requested some additional
information regarding the Airport's FAA approved Passenger Facility Charge program, specifically
as it relates to the upcoming Aircraft Parking Apron Reconstruction project As mentioned
previously, the Airport is requesting authorisation to execute a professional engineering services
agreement with Edwness and Kelcey(E&K) for the Reconstruction for $319,163. The contract
will cover the design services and project administration for the project
By way ofbackgromed, in March 2004 the Airport issued a Request for Proposals for Engineering
Services. The procedures used for consultant selection were based on FAA guideline as defined in
Federal Aviation Advisory Circular 150/5100-14C, Architectural, Engineering, and Planning
Consultant Services for Airport Grant Projects. The contract covers all airport projects handed
through the Federal Aviation Administration with a term of up to five years. The advantage to this
arangement is it allows for continuity of service, especially for multi-year projects such as the
mnway or the apron reconstruction.
A spreadsheet outlining past fees for other apron projects and the Guidelines by the ASCE are
attached for your information. The design fces for phase few (the first four tasks detailed in the
task description of the attached spreadsheet) represent approximately 6.9% of estimated
construction costs, a percentage that is in line with the ASCE guidelines. A map depicting the
protect areas also rameres1
