Commentary:
As Part of the Department of Homeland Security grant funds available to the CIN of Bangor,
$139,178.55 has been earmarked for law enforcement purposes. These funds were made available
through the FY04 taw Enforcement Terrorism Prevention Program and are distributed through the State
of Maine Emergency Management Agency (MEW). The police department would like to use $133,219.30
of these funds to purchase and install an access control system at the new police station. The system
includes a number of pradmity card readers and will provide a superior level of security at our new
facility. This computerized system will be integrated with the fire department's new access control
system. MEMA has approvetl the use of these funds for this Whose. The use of the remaining funds
has yet to be detemdned.

THAT the City Manager be authorized to apply for, accept and appropriate $139,178.55
in funds as part of the U.S. Department of Justice Homeland Security Fiscal Year 2004
Law Enforcement Terrorism Prevention Program far the purpose of purchasing items to
enhance security.
