On July 12, 2005 the Government Operations Committee reviewed the award of grant funds made
through one Maine Fre Training and Mucation program for Improvements to the Departments Regional
Training Facility. The total grant award is $32,997.72 and does require a 50% local match. The local
match will be made up of In-Nnd labor associated wish the project as well as water/sewer connections.
The approved upgrades to Me facility will be to construct a 20'x 20' bathroom facility (foundation,
plumbing, electrical, water, sewer and construction) which will Include a demntaminaton area, as well as
general repairs to das existing bum building and classroom, such as roofing, sills, soffits, Mm and facia.
The attached resolve will appropriate the grant funds only, as the local match is included within
the Fire Departments operating budget

Several months ago, Bangor Fire Department applied for grant funds through
Maine Fire Training and Education (MFTE) to upgrade the Department's Regional
Training Facility looted off the Odlin Road near Telford Aviation. The scope of
the project consists of construction of a 20 ft. by 20 ft. bathroom facility
(foundation, plumbing, electrical, water, sayer and building consbudlon)
including a decontamination area, as well as general repairs to the existing bum
building and classroom including roofing, sills, soffits, Irim and fada.
The Department was recently notified that MFTE has approved the grant
application in the amount of $32,997.72. This will be matched by a 50%, local
share contribution consisting of In-kind labor associated with the project and
water/sewer connections. Thus, the total project cost will be approximately
$66,000.
This is a very valuable and useful facility, not only to Bangor Fire Department,
but to a number of surrounding municipal fire departments, including the Air
National Guard Fire Department located at BIA.
1 would urge that the Committee recommend acceptance of the grant and
appropriation of grant funds to the full Council. Addltionally, back up material Is
attached for your information and i will plan on attending the meeting to answer
any other questions you may have.

Please complete the following actions by June 30, 2005:
1. Sipa both Grant Agreements on the "Project Director' line. Return me to
MEI'&E mW keep one for your files.
2. Complete columns one and two of the Project Momming your, listing what you
will need to accomplish as your project progresses (Column 1), and the dates you
expect your project to be done. The completion date on the project monitoring
form should be the sale as the date listed on your pant application. Sign the
form a[ the bottom. Return one and keep a copy. You'll need it to hack progress
of your project
3. Fill in Column I (State Funds Budget) and Column 4 (I.ocal Fends Budget) of the
Report of Expenditures, listing the breakdown of anticipated expenditures.
Rerun one and keep a copy.
4. Return one signed Grant Agreement, the signed Project Monitoring Form, and the
Report of Expenditures to MFT&B in the enclosed envelope.
As soon as MFT&E receives your signed Grant Agreement, Project Monitoring form and
Report of Expenditures form, they will advise the SMCC Deet of Administration and
Finance to forward you maintmacersafety grant funds. You should receive those funds
within 30 days after hIFT&E staff receives you paperwork.

IGHTER TRAINING FACILITIES GRANT PROGRAM
GRANT AGREEMENT -2005
Southern Maine Commmdty College through its Maine Fire Training and Education Department,
(the "Depamnent') hereby awards a grant to the City of Bangor (the "City') in the amount of:
$32,997.72.
En accepting the grant, the City agrees to the following conditions:
1. The City will contribute funds, property and services totaling $34,620.00, as described in
the project application, for a total projected cost of $67,617.72.
2. The Grant together with local fiords shall be used to execute the project as proposed in
the City's grant application, (the'Project'h, which is incorporated by reference into this
Grant Agreement
3. The expenditure of grant funds will be in compliance with the described Project.
4. Any proposed variance from the project as described in the grant application of more
than 10 percent in itemized categories or a variance from the Project as described shall
not talleplace Wess approved in advance by the Department.
5. The expenditures of grant bonds by the City will be in accordance with its customary
financial procedures and the requirements of Maine law.
6. Up-to-date financial and other records entering to the project will be maintained by the
City and made available to Department staff for review.
7. The City will designate a Project Manager who will have supervisory responsibility for
the project and will function as the liaison person with the Deparnnent.
8. The City will establish dates for completion of identified phases of the project on the
Construction Monitoring form that is attached and made apan of this Grant Agreement.
9. The project Director shall complete the Construction Monitoring form as indicated on the
form, indicating the reasons for any delay, in any phase of the project.
10. The Project Director will supply the following documents to the Department's staff
members) during planned or spontaneous evaluation visits:
a) Up-to-date Construction Monitoring Fmm (columns 3+4)
b) Up-to-date disbursement records (City's customary financial records).
c) Documentation of any deviations from the approved project budget.

11. Financial records of the Project will be included in the actual audit of city.expenditures.
Any deviations or diswepancies sball be reported to the Department, with a copy of the
auditor's report.
12. The Proust will be completed by the project completion date in the application.
13. Pumhase of materials and non-employee services shall be done either through
competitive bidding or negotiations, according to established City procedure. No
officer or employee shall profit individually from the Project.
14. The facility shall be constructed in accordance with National Fire Protection
Association (NFPA) standard 1403,'Guide to Building Fire Training Cebscr ", 1997
edition.
15. The Department may withhold or remover payment of all or part of the front if the City
is found, after an ad judicatory proceeding or adjudication to be violation of the Maine
Human Rights Act (5 M.R.S.A.§ 4551 at seoJ or the Federal Civil Rights Act (42
U.S.C.§ 1981 a sco) during the Project period.
16. The Project Director shall submit to the Department a completed Report of
apenditu es, the form attached and made apart of this Gran[ Ageemev; within 30
days of completion of the Project.
17. Payment of the grant shall take place within 30 days of the return of a signed Grant
Agreement to the Denaturant
This Grant Agreement is approved by the City of Bangor in consideration of a Gant Awad by
Southern Maine Community College.

This project plan supplements and continues the previos plan dated January 13,
1996 and March 29, 2002.
The immediate goal of 200506 is to construct a free ending bathroom and
decontamination facility At the training facility. The facility bas been available for
use by many agencies and fire departments for the past 18 years and has not had the
proper facilities Ogo to the bathroom, 2)wwhhan is/cleanup and 3) wash off
turnout gear if it go& soiled in the process of training. (contaminated) The
department u approaching thisproject as a safety and samitatiob issue that we haw.
been concerned: aboutfor several years..
The initial phase would be to fusion a 201x20' reinforced concrete slab preferably
.with fred walls. A 4It. concede WeKwall will be constructed on the perimeter of
the slab and there will be two 4R. walls dawn the middle of the slab, forming a void
in ruathe plumbing. The remainder of the wells: androof system will be
constructed of dimensional lumber. Walls will be 2"x6" in depth. The total height
of she wall will be 82 to the top ofthe sill. The roof system will be lightweight
truseca. covered With plywood sheathingaodasphalt shingles..
It is our intention to have two separate bathroom areas. One side will be strictly
bathroom fadlitiq.which will includeone stall toilet, one urinal anda hand.wash
station. The other side of the building will include a bathroom area primarily for
females and/tar handicap access.. It will include Me stag milds and a. hand wash.
station. This side will she house a the hot water beater and electrical panel bested.

utilities to the facility. Sewer and water will have to be ran an appreciable. distance.
This facility will provide for far better health and sanitary conditions tbatwe have
