The total grant award is $32,997.72 and does require a 50% local match. The local match will be made up of In-Nnd labor associated wish the project as well as water/sewer connections. The approved upgrades to Me facility will be to construct a 20'x 20' bathroom facility (foundation, plumbing, electrical, water, sewer and construction) which will Include a demntaminaton area, as well as general repairs to das existing bum building and classroom, such as roofing, sills, soffits, Mm and facia. The scope of the project consists of construction of a 20 ft. by 20 ft. bathroom facility (foundation, plumbing, electrical, water, sayer and building consbudlon) including a decontamination area, as well as general repairs to the existing bum building and classroom including roofing, sills, soffits, Irim and fada. The Department was recently notified that MFTE has approved the grant application in the amount of $32,997.72. This will be matched by a 50%, local share contribution consisting of In-kind labor associated with the project and water/sewer connections. Thus, the total project cost will be approximately $66,000. This is a very valuable and useful facility, not only to Bangor Fire Department, but to a number of surrounding municipal fire departments, including the Air National Guard Fire Department located at BIA. 1 would urge that the Committee recommend acceptance of the grant and appropriation of grant funds to the full Council. En accepting the grant, the City agrees to the following conditions: 1. The City will contribute funds, property and services totaling $34,620.00, as described in the project application, for a total projected cost of $67,617.72. 2. The Grant together with local fiords shall be used to execute the project as proposed in the City's grant application, (the'Project'h, which is incorporated by reference into this Grant Agreement 3. The expenditure of grant funds will be in compliance with the described Project. 4. Any proposed variance from the project as described in the grant application of more than 10 percent in itemized categories or a variance from the Project as described shall not talleplace Wess approved in advance by the Department. 5. The expenditures of grant bonds by the City will be in accordance with its customary financial procedures and the requirements of Maine law. 6. Up-to-date financial and other records entering to the project will be maintained by the City and made available to Department staff for review. 7. The City will designate a Project Manager who will have supervisory responsibility for the project and will function as the liaison person with the Deparnnent. 8. The City will establish dates for completion of identified phases of the project on the Construction Monitoring form that is attached and made apan of this Grant Agreement. 9. The project Director shall complete the Construction Monitoring form as indicated on the form, indicating the reasons for any delay, in any phase of the project. 10. The Project Director will supply the following documents to the Department's staff members) during planned or spontaneous evaluation visits: a) Up-to-date Construction Monitoring Fmm (columns 3+4) b) Up-to-date disbursement records (City's customary financial records). c) Documentation of any deviations from the approved project budget. The Department may withhold or remover payment of all or part of the front if the City is found, after an ad judicatory proceeding or adjudication to be violation of the Maine Human Rights Act (5 M.R.S.A.§ 4551 at seoJ or the Federal Civil Rights Act (42 U.S.C.§ 1981 a sco) during the Project period. 16. The immediate goal of 200506 is to construct a free ending bathroom and decontamination facility At the training facility.
