HomeMy WebLinkAbout2005-07-11 05-242 ORDERCOUNCILACTION Item NO, sZ z Date: 7 -11 -OS Item/Subject: Order, Authonang the City Manager to Accept a Command Vehicle from the Maine Emergency Management Agency and to Apply for and Accept Weapons of Mass Destruction Funding For the Purchase of Additional Equipment For IL Responsible Department Police and Fire Commentary: The Maine Emergency Management Agency is in the process of purchasing four command vehicles to be located throughout the stare that will be available as command posts for major incidents, particularly those involving responses from multiple agencies. These vehicles will be fully equipped with radio equipment capable of communicating with all Intel, state, and federal emergency service personnel. It will also provide the necessary support serves for incident commanders Involved In responding to situations that require long periods on site. MEMA has indicated a desire to locate one of these units in Bangor. Under protomis to be developed by MEMA, this vehicle would then be made available to agencies that meet training and certification requirements for its use. If accepted, It would be stored at Central Fire and me City of Bangor would be responsible for driving the unit M Indent scenes and handing over Its operation m the scene commander. The agency receiving fine vehicle would Men be responsible for returning the unit to Bangor. While we estimate that this unit wig receive limited use, Its presence in Bangor, and our easy access m it, would be valuable In me event of major indents requiring lengthy responses. The ability to easily communicate with other agencies, particularly Mose at Me federal level (which Is not easily clone at the present time) could be Invaluable. In add bon, me unit wlil be equipped with satellite communications abilities, providing further redundancy in the case of significant natural or man made disasters. This order would also authorize application for and acceptance of additional weapons of mass destruction funding m further enhance the communications abilities of Mis unit. This will include dispatch consoles, 9 assorted spectrum radios, a system to allow frequency cross banding, and four notebook computers. This proposal has been reviewed by the Finance Committee, which has recommended your approval pending an acceptable memorandum of understanding between me Ory of Bangor and the Maine Emergency Management Agency outlining Me respective duties and responsibilities of the City and the State. The attached order, therefore, aumorizes us to move forward, conditioned on me approval of the memorandum of understanding by the Finance Committee.
