Item/Subject: ORDER, Amending Council Order 05-126, Accepting the Final Report of the Special
Committee on Medical Facilities.

Commentary:
On Aprll 11, 2005, the City Coundl adopted Council Order 05-126 accepting the Final Report of the
Special Committee on Medical Facilities and directing the Assistant City Solicitor to prepare the necessary
ordinance amendments it recommended by the Special Committee. Subsequently, Me Transportation
and Infrastructure Committee of the Counal has conducted further reviews and discussions of this report
In addition, a Special Community Advisory Committee has been established to work with representatives
of Colonial Management on issues that may arise due to the opening of a chemical dependency treatment
facility in a General Commercial and Service Distrid. The actual operation of a chemical dependency
treatment facility In such a zoning distinct can provide information on the impact of such a use in this
district, information that can be of use to the Planning Board and City Council in evaluating certain
recemmendations made by the Special Committee.
As a result of the discussions held at the Transportation and Infrastructure Committee and the work Mat
Will be performed by the Community Advisory Committee m Colonial Management, the Transportation
and Infrastructure Committee has recommended that certain changes m the Chy s zoning ordinance be
initial and that the Community Advisory Committee be requested M provide further information to to
Committee and to Council.
The attached order will amend Council Order 05-126 by renaming the Report of Me Special Committee to
she Community Advisory Committee wit a request that the Committee report back M the Council on how
to opara0ons of the Colonial facility has impacted the area in which it is located. This will ten allow to
Council M further consider the recommendations of the Special Committee on Medical Faalities.

CITY OF BANGOR
(TITLE.) ORDER, Amending Council Order 05-126, Accepting the Final Report of the Special
Committee on Medial Facilities.
WHEREAS, the Special Committee on Medical Facilities completed its report In March 2005; and
WHEREAS, on April 11, 2005, the Gry Council adopted Council Order 05-126 accepting the final
report and directing the Assistant Gry Solicitor to prepare the necessary ordinance
amendments recommended by the Special Commitee; and
WHEREAS, subsequently, the Transportation and Infrastructure Committee of the Council has
conducted further reviews and discussions of this report; and
WHEREAS, in addition, a Spacial Community Advisory Committee has been established to work
WiM representatiVeS of Colonial Management on issues that may arise due to l e

BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR THAT
Council Order 05-126, adopted on April 11, 2005, is hereby amended by replacing it wim the
fallowing:
The Bangor City Council hereby accepts the Final Report of the Medical Facilities Committee,
drafted and adopted by said Commitee in accordance with Council Order 0541. Copies of this
report shall be made available to the members of the Special Community Advisory Committee
to Colonial Management and that Committee shall be requested to provide a report to Me
Bangor City Council following the first full year of operation of Colonial Management's chemical
dependency treatment facility regarding the impact of that facility on me area in which it is
located and the appropriateness of locating such facilities in the CitVs General Commercial and
Service Zoning District.
