This Order would grant Mr. Springer exclusive status as developer of the sites until September 12, 2005 and coal then the City would deal exclusively wit Mr. Springer for development of the sites. During this period, Larry Springer would have an opportunity to submit for the C5ty Council's consideration a mare specific proposal for his proposed development sufficient in detail to outline the general scope of development and convey to the City sufflaent information to determine the level of investment and character of Me work to be performed Staff would also be authorized to negotiate a development agreement with Mr. Springer for the Oty Council's future consideration setting forth the proposed terms and conditions under which the proposed development would be allowed to move forward.
