Larry Springer has requested the City grant him tentative developer status for two development sites on
Front Street at the end of Railroad Street and downriver from the recently constructed Front Street
paridng lot. proposed are two separate bullrings on two development sites. This Order would grant Mr.
Springer exclusive status as developer of the sites until September 12, 2005 and coal then the City would
deal exclusively wit Mr. Springer for development of the sites. During this period, Larry Springer would
have an opportunity to submit for the C5ty Council's consideration a mare specific proposal for his
proposed development sufficient in detail to outline the general scope of development and convey to the
City sufflaent information to determine the level of investment and character of Me work to be
performed Staff would also be authorized to negotiate a development agreement with Mr. Springer for
the Oty Council's future consideration setting forth the proposed terms and conditions under which the
proposed development would be allowed to move forward.

(TITLE.) Order, Designating Larry Springer Tentative Developer of Front Street
Development Parcels.
WHEREAS, tarry Springer is interested in developing two Commercial buildings on City owned
development parcels located on Front Street designated as Parcel 1 and Parcel l
on the Ciry's Waterfront Development Parcels Plan dated November 2, 2000; and
WHEREAS, Mr. Springer has requested that he be designated tentative developer' of Parcels
1 B 2 in order m allow him time m prepare a finial development proposal for
consideration by the Cuy Coundl; and
WHEREAS, the Cry has granted Ye bstive ceveloper" status to potential developers on
various City, owned development sites in the past, thereby providing the developer
