Commentary:
On April 27, 2005 the City received three proposals for custodial services at Bangor Intema0onal Airport
The proposed prices for a Ihree- (3) year period were $675,402.00, $706,399.00 and $1,051,050.00 -
see attached bid tabulation.
On lune 6, 2005 the Finance Committee heard comments from CMC & Maintenance and River City
Commercial Cleaning, both of Bangor, the two most Comperltive proposers for Mese semoes. The
Finance Committee also reviewed the staff recommendation to award the contract to CMC &
Maintenance. The staff recommendation was based on the total three year cost of the service, where
CMC's price was $33,000 lower than that of Myer Gry, and the results of reference checks on CMCs
performance for other clients.
After considerable discusslon, the Mnance Committeee voted three in favor, two opposed to sword the
contract to River City Commerical Oeaning. See attached memo for more detalls concerning the two
proposals
This bid award recommendation must be reviewed and approved by the City Council as it is over
$100,000.

Re: Proposals for Custodial Services at Bangor International Airport
Gn April 27, 2005 the City received three proposals for custodial services at
Bangor International Airport. The proposals were from CMC and
Maintenance, River City Commercial Cleaning and ServiceMaster all of
Bangor. The proposed costs for the custodial services over a three-year
period were $675,402 from CMC, $706,344 from River City and $1,051,050
from ServiceMaster.
River City has provided services to the Airport for the last eight years and
the Airport staff reports that River City's services are very gootl. River City
has been in business since 1990 and they employ about 70 employees.
River City has also provided custodial services to City Hall and to the Health
and Welfare Department over the same period.
CMC and Maintenance submitted the most competitive proposal at $675,402
(approximately $33,000 saving) and they submitted a very comprehensive
proposal that outlined their experience and ability to provide the requested
services. CMC has been in business since 1991 and they employ about 70
custodial staff as well as an additional 45 maintenance staff trained in
HVAC, electrical and other service trades. CMC has contracts in 10 states
many of them for the federal government. Their customers include the U.S.
Border Patrol, MBNA, the Univ. of Maine at Augusta, Hannaford stores in
Lincoln, Caribou, Houlton and Calais, the Federal Building in Bangor,
General Electric and the Air National Guard on a base -wide basis.
References produced uniform praise for each location that I contacted,
"Great experience", "we have been very pleased", 'good communications,
"very good quality', "always returned our calls" were typical comments that I
received from the references. CMC has also stated that'd they were
awarded the contract that they will hire all existing River City employees at
the Airport.

On June 6, 2005, the Finance Committee reviewed the staff
recommendation to award to CMC and addressed questions to
representahms of both River City and CMC. Some of the Councilors
expressed concern about potential problems with a transition from one
contractor to another and the possibility of premature replacement of
carpeting if the new contractor did not provide the proper care.
The Finance Committee subsequently voted three to Iwo in favor of
awaking the contract to River City Cleaning.
This action must be confirmed by the City Council since the award is over
$100,000.
