Commentary: The Program Manager for General Assistance for the State of Maine Health & Welfare
Services notified the Director of Health & Welfare that the maximums changed on 10/01/04 and
requested all welfare departments to adopt the new maximums. An amendment to our General
Assistance Ondinance was drafted and subsequently approved by the City Council. It bas come to our
attention that the overall maximums for households of four and five are incorrect due to a mathematical
error. This amendment will correct that ermr with a retroadive effective date of November 15, 2004.

CITY OF BANGOR
(TITLE.) Ordinance, Amending Section 134-27 of the Ordinances of the City of Bangor —
General Assistance.
Be it ordained by the City of Bangor, as follows.
That Section 13427 of the Code of Ordinances be deleted in its entirety and replaced with the
following:
Section 13427 Amount of Assistance.
The basis of eligibility for assistance from the Bangor Welfare Department
is that the applicant(s) have a need under the Deficit Formula. The aggregate
maximum level of assistance shall be 110% of the applicable Section 8 Existing Housing
Fair Market Rents as established by the United States Department of Housing and
Urban Development, applying the 0 bedroom level for 1 person, the 1 bedroom level for
2 persons, the 2 bedroom level for 3 persons, the 3 bedroom level for 4 persons, the 4
bedroom level for 5 persons. For each additional person, the aggregate maximum level
shall increase by $75.
A. Eligibility under all other emergency provisions shall be determined
by these regulations and the case record shall specify the section
under which assistance is provided.

Additional person-$112/month for food
$1.25 per week or $5.00 per month for HH&P
Up to $10/week/child may be alloted for the purchase or disposable diapers upon the
applicant's request.

C. Applicants requesting assistance for housing that contains more bedrooms than
are necessary for the number of household members will be provided assistance
according to the maximum level for the number of bedrooms actually needed.
D. Payments for rental assistance on behalf of an otherwise eligible invidival will not
be made to a parent, grandparent, child, grandhlld, sibling, parents sibling, or
any of their children unless the rental arrangement has existed for three (3)
months prior to the application for assistance and is necessary to provide the
relative with basic necessities.
E. Miscellaneous. Medical, dental and eye services may be provided on an
emergency basis. Except in unique siluations approved by the Director, the
Caseworker will not approve dental expenses other than tooth extractions.
