Commentary:
Each year the City submits an application m HUD for tuning under the Continuum of Care Homeless
Assistance Grant Program. Over the past 11 years, we have received over $6 million, whidl has
leveragetl well over double that amount from local seal service agendes. As part of this years
application under the Suppomve Hawing Program component, we will request a one year renewal of an
existing homeless youth outreadr program at Shaw House; a one year renewal of the"Brldge" program
a the Acadia Recovery Community (formerly Hope House); a one year renewal of a full time staff position
at the Bangor Area Homeless Shelter; a one year renewal of operating msts at OHI's Chalila Aparimnts
in B ewer; and a one year renewal of the computer "Hamdess Management Information System" (HMIS).
In addition m these competitive renewals, we will also be renewing a portion of our existing Bangor and
Penobscot County Shelter Nus Care Rental Assistance Programs. The Penobscot County Shelter Plus
Care Program is administered by the State of Maine Department of Behavioral & Developmental Services.
All other Supportive Housing and Shelter Mus Care Programs are administered by the Department of
Health & Welfare and the Department of Community & Economic Development It is exparted this years
total request will be for approximately $1.3 million. A more extensive description of Me application
projects was provided by T.J. Martdal in a memo to the Business an Economic Development Committee
on May 11.

The Shelter Plus Care Progmm(S+C)
Shelter Plus Care (S+C) is a program designed to provide housing and supportive services on a
long -lent basis for homeless persons with disabilities, (primarily those with serious mental
Illness, chronic problems wit alcohol and]/or drugs, and acquired immunodetitlency syndrome
(AIDS) or related] diseases) and Meir families who are living In places net intanded for human
habitation (e.g., streets) or in emergency shelters. The program allows for a variety of housing
chances, and a range of supportive services funded] by other sources, in response W the needs of
the hard -to -reach homeless population with disabilitles.
• The Maderate Rehabilitation Single Room Occupant/ (SRO) Program
The SRO Program provides rental assistance for homeless persons in connection with the
moderate rehabilitation of SRO dwellings. SRO housing contains units for occupancy by one
person. These units may contain food preparation m sanitary facilities, or both. Neither the City,
not any of our service agency partners has applied] for funds under this component.
As part of this year's application we will be requesting a combination of 10 renewals of existing
grants plus two new proposals. A summary of each of the projects is attached. In addition to
the homeless housing and supportive service projects there will also be a renewal of a grant for
the on-going implementation of a computer Homeless Management Information System (HMIS).
HUD has been directed by Corgress W work with Continuum of Care jurisdictions to implement
a nationwide computer System to analyze local homeless data. In other words, HMIS Is
manual With HMIS, Continuums an gather data on homelessness and service interventions
over time. These longitudinal data an than be used] m directly improve the effectiveness of the
homeless shelter and service delivery system. HMS will he a critical tool for policymakers
seeking Information about the extent and nature of homelessness as well as the effectiveness of
resources invested to address the problem. The City, in collaboration with the members of the
Greater Penobscot Continuum of Care and MSHA will be applying for renewal of funding from
the SHP to implement the statewide computer HMIs
In addition W the renewal of these competitive SHP projects, we will also be renewing a portion
of our Bangor Shelter Plus Care Program (S+C), and the Potion of the State of Maine S+C
Program that offers rental assistance throughout Penabswt County. HUD has acknowledged
that S+C is so critical to addressing homelessness, Nat renewal of existing successful proms it is
no longer competitive, and it has become a structural part of the HUD budget, similar to Section
8 Vouchers. Because the City does not have the staff resources to support an Increase in
available rental assistance under MIs most effective program, we will be only able to continue to
renew existing S+C grants and not expand our current program.

Each year working in collaboration with [oral housing providers, the City submits a
"consolidated" application ro HUD for funding under the Continuum of Care Homeless
Assistance Grant Program, (Cot). The application is considered consolidated! because the Chy is
not technically the applicant for all of the projects. Some projects within the overall consolidated
application have separate Individual applicants, Shaw House and the Maine Department of
Health & Human Services far instance. With the exception of the General Assistance Program
and the Park Woods program, HUD CoC funds all of the homeless activities administered by the
City, and a significant portion of all homeless housing adlvltles In Bangor and throughout
Penobscot County and Ne state. In the past 11 years we have received over $6 million, which
has leveraged well over double that amount from local salol service agencies. The state of
Malne averages about $6 Million per year in Continuum of Care funding.
A change in funding formula this year resulted in a loss of approximately $250,000 in funds
available for new projects from previous years funding. Because of that drop In available funds,
Nis years application has very little W offer in terms of new initiatives. This years application
and future anes will have N faces on renewal of existing successful grants and programs in
progress. Although the HUD budget line for homeless programs has grown slightly, like the
Section a Program, the inflationary residential rental market across the country and mandated
programs like the Homeless Management Information System (HMIS) are using a larger Share of
the total funds available. Without additional federal Ponding, eventually the Homeless Continuum.

The Continuum of Care is a comprehensive approach to assisting Individuals and families to
move from homelessness W independence and self-sufficiency. Understanding that homeless
people have varying neem, the Continuum of Care provides a continuum W services allowing
Individuals to move from emergency shelter to transitional housing and then to permanent
housing. Along Ne way, individuals in need of counseling and supportive services, job training
and other social services are provided these opportmitles so that root causes of homelessness
are addressed. Funding for COC H provided by HUD with over $1.2 Will available nationally
through three competitive programs:
The Supportive Housing Program (SHP)
The Supportive Housing Program is designed to develop supportive housing and services that
will allow homeless persons to live as independently as possible. Eligible applicants are States,
units of local government other governmental entitles such as Phil and private nonprofits.
Assistance in the Supportive Housing Program is provided W help homeless persons meet three
overall goats:
