TheC&P.D Staff held a public hearing on December 14, 2004 at Mauna, Inc., 629 Main SL, the Business and Economic Development Commida held a public hearing at its meeting on March 16, 2005 and the City Council will hold a Public hearing at the City Council mating on May 9, 2005. Following the public hearing the Council may take action on the FY 05 Consolidated Plan and related actions. The goal of the plan is to integrate ¢commit, physical and human development in a comprehensive and contributed fashion so that families and communities can work together and thrive. The Consolidated Plan describes the Citys planned use of federal, state and local funds and other housing resources to address the needs of homeless and low- and moderate -income households and persons in ways that promote community and individual stability. ibe 2005-2009 Consolidated Plan integrates the application, planning and citizen participation for Bangor's Community Development Block Grant (CDBG) program. Ultimately, the Consolidated Plan allows the City of Hanson its citizens, housing and related service providers and citizens, the opportmityto create a unified vision for community development actions. The 2005-2009 Bangor Consolidated Plan, as required by the U.S. Deportment of Housing and Urban Development must primarily benefit low- and Medente- income fortune in accordance with the following major goals: • Provide decent besides. Assist homeless persons to obtain affordable housing; retain the affordable housing stock, increase the availability of permanent housing that is affordable W low-income households; and increase supportive housing that includes structural features and services to enable persons with special needs to live in dignity. + Provide a suitable living euviroement, Improve the safety and livability of neighborhoods; increase access to quality facilities and services; reduce the isolation of income groups within areas by de -concentrating housing opportunities and revitalizing deteriorating neighborhoods; restore and preserve natural and physical f lures of special value for historic, architectural, or aesthetic reasons; and conserving energy resources. + Expandeconomicopporlunitias. The data presented will inform current and future planning efforts es Bangor continues toward the development of a continuum of housing and services to meet the needs of its residents. Housing Demand and Needs Assessment - includes housing assistance needs, demand for housing nature and extent of homelessness, and housing and support needs for populations with special needs. Housing Market Analysis - addresses general market conditions, housing atfordabitity and the housing market. Strategic Plan: For the City ofBangor, national and local goals for community and human development a summary, of federal, state, local and private resources relative to the strategic plan, and the five-year activities and allocation strategies for each of the following areas: > Public Housing Initiatives > Public Infrastructure , > Affordable Housing > Economic Development > Homelessness > Lead -Based Paint Hazards > Institutional Roles & Coordination > Ant -Poverty Strategy. Indicates areas to receive assistance and efforts to: address homeless and other special needs, father affordable housing, improve public infimonso ure, reduce the effects of poverty, enhance public/private cooperation, and improve the public housing environment.
