The recent agreements between the City of Bangor and the Halifax International Airport Authority
included a moperation agreement that established a Joint Cooperation Committee designed to explore
the potential for cooperation between Bangor and Halifax that will enhance passenger and freight trafC
between Bangor International and Halifax International. The agreement specifies that the respective
Airport Directors will be members of this Committee along with a representative of each Airports
Marketing department In addition, membership inclutles a member of each governing hotly and a citizen
with knowledge of of involvement in economic development or International trade. The agreement does
not specify how each parry will make these appointments.
We are currently in the process of organizing the initial meeting of this Committee, which is tentatively
scheduled for late March or early April in Halifax. We anticipate met a larger delegation from Bangor will
attend! this meeting and that additional activities will be scheduled with other organizations and entities in
the Hallfax region. In order to finalize the schedule and arrangements, the remaining appointments to
the Committee must be made. The attached order would appoint Councilor Cashwell as the
representative of the Alrports Govemlry body and Bob Ziegelaar as the atizen representative with a
knowledge of economic development andi International trade. These appointments would be effective
for approximately one year from the initial meeti it of the Committee, expiring on April 30, 2006.
These appointments have previously been discussed by the City Counal in executive session.

(1 Ej ORDER, Making Appointments to the Halifax Cooperation Committee
WHEREAS, the City of Bangor and the Halifax International Airport Authority have entered into
an agreement under which Bangor Intenational and Halifax International have
agreed to establish a Joint Cooperation Committee; and
WHEREAS, the purpose of this Committee is to explore potential passenger air service between
Bangor and Halifax; the potential for charter service originating in Halifax and
stopping in Bangor to serve vacation destination; the potential for freight service
Involving the two airports; and to pursue other potential areas of mutual
cooperation; and
WHEREAS, this Committee is to be composed of the respective Airport Directors or their
designees, a representative of their marketing departments, a member of the
respective goveming bodies, and an Individual from each region who is actively
involved In Issues of economic development and/or international trade between the
regions; and
WHEREAS, the parties are in the process of arranging for the initial meeting of this group and
appointments, where not otherwise speafed, must be made',
BE 9ORDERED BY THE CITY COUNCIL OF THE CRY OF BANGOR THAT
The Director of Bangor International Airport Is hereby autbodzed to designate the member of
the Airport's Marketing Department to serve on this Committee.
BE IT FURTHER ORDERED, THAT
The following appointments are made to this Committee for a term ending on April 30, 2006:
Councilor Cashwell as the Council represen[ative
Bob 2agelaar as the Individual from our region who is actively immured in Issues of econank
development and/or international trade between the regain.
