Item/Subject ORDER Authorizing the City Manager W Execute a Collecdve Bargaining
Agreement between the City of Bangor and Maine Association of Police, representing
Commanding Officers at Bangor Police Department
Responsible Department: Executive
Commentary: labor negotiations with Maim Association of Police (MAP), representing
seventeen (17) Sergeants and lieuterents, have resulted in a tentative agreement between the
City and Union Negotiating Committees. This agreement follows the lune 30, 2004 expiration of
the most recent three (3) -year agreement. Major points of interest include: a three (3) -year
teem; cost of living adjustments of 2.5% year one, 2.0%year two, and 2.0% war three;
Increase in pnvate duty rates, adjustments to clothing allowance, education incentives, canine
off con and special position compensation; recognition of MAP as bargaining agent (replacing
Teamsters) and various other housekeeping changes. The Commanding Officers unit has
recently voted W ratify the tentative agreement. The agreement is within City Council
established bargaining guidelines and Is ready for your formal consideration. The agreement is
presentetl with the recommendation of the Management Negotiating Committee (Harry Courmis
and Chief Window), and I concur as well. This has been Previously reviewed In Executive
Session. A copy of the entire agreement Is provided separately in the Council Packet.

BE IT ORDERED BY TME CRY COUNCIL OF THE CRY OF BANGOR THAT
the City Manager is hereby authorized to execute a Collective Bargaining Agreement between
the Cly of Bangor and Maine Assocladon of Pol representing Commanding Officers
(Sargeants and Lieutenants) at Bangor Police Department for a term of three (3) years
commending July 1, 2004, and expiring June 30, 2001.
