That Article 1 of Chapter 14 of the Code of the City of Bangor be amended as follows:
Chapter 14, CITY ELECTIONS
ARTICLE I, Voting Districts and Precincts
§ 14-1. Voting districts established.
For purposes of all municipal elections, the City of Bangor shall consist of one votive district. bs

commentary:
The City currently operated eight voting precincts, most of which are located in schools. This system
presents a number of issues relating to our voting process. In particular, voters face problems associated
with same day registration, change of addresses, pard ng availability and handicapped access, and
confusion when precinct boundaries are changed as a result of legislative redistrlchrg. Administering
elections at multiple locations also presents a number of challenges. As election regulations have become
more complex, It has become difficult to insure consistency at all voting leaders. When problems arise
at one of the polls, delays an be experienced at tat location until the Ciry Clerk or other appropriate
ofpaal can he present to deal with the problem. As a result, we have been evaluating to potential for
consolidating our voting locations at a single site at Bass Park. The Finance Committee was recently
briefed on this proposal, including a proposed layout and traffic flow pattern.
In order to formally consider such a change, the Ochs current ordinance governing voting districts must
he amended. The attached ordinance would sachems the potential consolidation of voting districts.
Prior to formal Crunch action on this propoal, a Public Hearing must be held. We anticipate that to
Public hearing would occur at the Regular Council Meeting of February 28. If approved by the Council,
to Council would then, by Order, designate the City's voting loa[ion.
The neM several elections will Involve relatively light voter turnout. This offers us an opportunity to test
voting consolidation and W make any necessary adjustments prior W the neM election where turnout will
be high. The Finance Committee indicated an interest In Nis proposal and requested that we begin to
formal process of evaluating It, Including the required public hearing.

The compensation of wardens shall be $1.50 per how above federal minimum wage and of ward treks
