Commentary:
As a result of a recent inspMion of the Auditorium by representatives of the Slate Fre Marshall's
Mos and City Fire Safety Officers, it has been determined Mat a number of repairs and or
changes must be made in order to comply with certain lite safety codes.
The majority of the mandated wad relates to the Installation of fire rated doors. Depending
upon the IpmMn, the coars must be selfEosing, posdive latching, or equipped with the
appropriate panic handwere. In auditior, some of the doors must he omme led to an alarm
swaern, and an auto/visual alarm must be Installed at the sound booth.
While minor Issues have been remly l through the appravai %05 approprimmn, Me above
repairs/changes will require resources Mat do not east within the current budget. Therefore,

BE 7 RESOLVED that the amount of $15,000 Is hereby appropriated from the General Fund's
Improvement Reserve to a Capital Account to be established by the Finance Director for the
purpose of repairs or changes to the Auditorium in order to continue to meet life safety code
minimum requirements for an existing public assembly facility.

MEMORANDUM
TO: Fdward Bartel[, City Manager

RE: Fire Code Issues, Bangor Auditorium
DATE: December 29,2004
As a result of a recent inspection offlue Auditorium by representatives of the State Fire
Marshall's Office and City Fire Safety Officers, it has been determined that we need to
effect a minimum number of repaim and or changes to the Auditorium in order m
continue on meet Life Safety Code minimum requirements for an existing Public
Assembly facility. These changes/new wristrumon will involve expenditures of funds
that are not available in our FY/05 budget. The pincers that most be undertaken are
outlined below.
We must replace the doom to the storage area under the Civic Center with one-hour fire
razed, self closing, positive latching steel doors. The Code calls for all mmmge areas to be
isolated from the public in this mariner. Currently the area is secured by non -rated metal
doors locked with a padlock.
We are required to isolate the Buck Street exits from the main floor from the Elephant
Room area by constructing a ane -how fire rated wall wiN one-hour rated doom with
appropriate panic hardware. These doors must also be cormened to an alar system that
will automatically close the doors when the sprinkler system is activated. The solo
closing feature is necessary because many fractions, such as the Basketball monument,
Gamer Show, and Shrine Circus, require the unrestricted flow ofperforers and the
public to and from this space doing events, thus necessitating the need for an open
passageway. In an emergency, the doors would close, protecting the floor exits from any
smoke or fire in the Elephant Roam.
For the same reasons, we will need to constmd a one-hour fire rated enclosure and
alarmed fire rated doors (similar m Nome mentioned above) at the lobby ead of the
FJephanr Room / Food Court. Tbese doom must also remain open during events so as to
allow free and easy access to Ne Food Court from the downstairs hallway doing events.
Again, in the event of an emergency, the doom would close automatically, protecting the
primary exits from the main floor during an evacuation.

We are also required to have an audio/visual alar installed "a sound booth on the
Lobby level just outside the Main Office.Thisisrequiredwalertthoseondutytothe
activation ofthe sprinlder system. The employse(s) will then coordinate with Bangor Fire
personnel ( who are on duty for all large public gatherings) as to the most appropriate
response to the emergency, including announcements over the PA ( which is powered by
the emergency generator ) to affect an orderly evacuation of the building.
We have already corrected or complied with some minor issues that were brought to our
attention including sealing some wall penetrations (as a result of past cons0uction where
water pipes and electric conduit passed through the walls) in the under the Civic Center
storage area, repaired some door closers, and cleared the area around one sprinkler head
where a convector had run some cable too close to it.
The cost estimates for these projects, with Public Warks crews doing most of the
construction, could be as much as $20,000. We do not have funds of this magnitude in
any building orrepair line item in am FY105 budget. Theseprojectsarenotelective.
The SMO and City Fire Prevention were quite clear that these projects are mandatory
and that we needed to proceed with them as quickly as practicable in order to insure that
we can continue to host events in a safe and approved manner.
