RESOLVE, Expressing the Support of the Ory of Bangor For an Amendment M the Maine Gambling Control Board Act that Will PoteQ Personal Privacy ant Corporate Pmpdetary InfbaMall WHEREAS, in 2004, the Maine Legislature adopted an AR Establishing the Gambling Control Board! For the purpose of liwnsing and regulating the operation of slot machines; and WHEREAS, the Act requires that those seeking licensure most submit certain pervonal and financial Information as a part of background investigations to be performed by the State; and WHEREAS, among the personal information required of key employees and Individual applicants are bank and credit card numbers and social security numbers; and WHEREAS, at the organizational levet, proprietary Information Includes such items as minutes of Corporate Board meetings which can include rGscuNons of corporate sbategy that If made public, could nd detrimental to the comparry as well as information that Federal regulations require be heated as confidential; and WHEREAS, the Act fails to provide that such information shall remain confidential; and WHEREAS, in every other jurisdiction that permits the operation of slot machines, the submission of such infomlation is also required but Is, by statute, confidential; and WHEREAS, the Administration intends W submit a bill W the Legislature to amend rhe Gambling Control Board Act to provide that such information be treated in a confidential manner. NOW, THEREFORE, BE IT RESOLVED BY THE Cli COUNCIL OF THE CM OF BANGOR THAT We support the Administration's proposed amendment W the Gambling Control Board Act as a fair and reasonable recognition of the privacy rights of individuals and the requirement W protect corporate proprietary intonation from public release. These protections are consistent wiM those offered by other states and will not limit the nature and extant of personal and corporate information that will be made available to the Gambling Control Board and those it authorizes to perform backgmund Investigations. BE IT HJRTHER RESOLVED THAT City staff is hereby aulionzed W take the necessary step M advocate for the passage of this legislation and to pmvde a copy of it to Govemor John E.
