Commentary:
Annually, three seatr on the nine member Board of Directors for the Municipal Review Committee become
v eant, and participating MRC Charter communities nominate and elect successor Directors. The MRC Is
charged with various oversight responsibilities regarding one Penobscot Energy Recovery Canparty
(PERC) Waste-io-Energy facility In Orrington, As of this one, Charter municipalities collectively own
apprommately 25% of the faciliti limited partnership shares and thus have a financial stake in its sound
operation.
This year, there are five nominees for the MRC Board Including Sandra Blake of Searspon, Dennis Cox of
l Millinocket, Michael Crocker of Bradley, Susan Lessard of Hampden and Leon Yeaton of Addison. Cow
Lessard and Yeaton are incumbent Candidates. Bangors Assistant City Manager currently serves as one
of the Board members and Treasurer of the organization.
Ms. Lessard has been the only candidate W contact Bangor and ask for our support. Given her
experience with solid waste Issues and the fad that Hampden is a neighboring community and host to
the solid waste landfill which accepts PERC ash and other by-products, we believe her candidacy is
worthy of our support.
At one November 9, 2004 Government Operators Committee meeting, this item was discussed and the
Committee recommended that me City's vote W cast for Ms. Lessard.

I have been employed by the Town of Millinocket for approximately 16
yens. I started with the Town as the Deputy Director of Public Works for
two years, then 10 years as the Director of Solid Waste & Recycling.
Presently, I am the Director of Public Works and have been for the past four
years. As the Director of Public Works, I am also the supervisor for the
.Solid Waste and Recycling Department I have served on the Board of
Directors for the MRC for four terms and find the work interesting and
challenging. I would like to continue to serve on the Board for the MRC and
believe my 16 years of"solid waste" involvement and past Director
experience qualify me for the position.

As the Town Manager of Hampden for the past tour years - home to Pine.
Tree Landfill - I have a strong background in garbage issues' and
considerable knowledge to bring to the table in that respect. In addition,
given the high profile nature of waste disposal for Hampden and the
region- it is in the best interest of my community to have a presence on
the Board of Directors of the MRC
The MRC is a model of regional cooperation that not only provides a
financial benefit to its membership- but also utilizes best practices in the
disposal of Municipal Solid Waste. The continued professional and
efficient operation of this entity is critical to us all.
As stated on the brief bio provided with the ballot for the MRC, I have
been involved in municipal government for over 20 years, have served on
many state and regional boards and committees, and recently served as
President of the Maine Municipal Association.I also have the full support
and endorsement of my Town Council in this endeavor- if is their belief

➢ Helped form and than manage Pleasant River Solid Waste District
(serving seven area towns in Washington County) for 9 yens before
retiring in 2000.
➢ Owns and operates a consulting firm (Pleasant Bay Consulting)
helping area towns reduce tonnage and costs of waste disposal —has
helped with such decisions involving 18+ towns in both Washington
and Hancock Counties.
➢ Presently a Director of MRC having attended many MRC meetings on
behalf of the towns represented and assisted in changes made in the
formula for the distribution ofPERC excess cash to towns.
➢ Owned and operated an independent insurance agency for 35 years.
➢ Served as a city councilor, on industrial development board, and
planning bond, and served on the Governor's Council in New
Hampshire.
➢ Currently operates a Bed & Breakfast, Llama and Red Deer form,
Electric Fencing Business, in Addison (Washington County) along
with the waste consulting.
