HEARING - Prior to voting on this Resolve, the Council is required to bold a Public Hearing
on the Pine Tree Zone and development plan.
This resolve will authorize the City's participation in the Pine Tree Zone program, designate the Pine
Tree Zone area, and adopt the Penobscot Valley Pine Tree Zone development plan. These items were
reviewed by the Business St Economic Development Committee at its meeting on February Z5, Z .

Resolve: Adopting a Pine Tree Zone and Development Plan.
WHEREAS, the City of Bangor wishes to p a tdpate In the Mine Tree Development Zorres
program as established In 30-A M.R.S.A. Chapter IDB to:
A. ProvideneuremploymentoppoHunities;
B. Improve adding employment opporbnities;
WHEREAS, the City of Burger, wishes to parddpate in a multi -jurisdictional application to
establish the Penobscot Valley Pine Trans Development Zone (PVPTZ); and
WHEREAS, before designating the Pine Tree Zone and adopting the development plan, the Cry
of Bangor held a public hearing, notice of which was published at least 10 days
before the heading in the Bangor Daily Hews; and
WHEREAS, the City of Bangor has kept an official record of the public heading at which the
proposed Pine Tree Zane and development plan were discussed; and
WHEREAS, the City of Bangor has designated approximately 350 acres located in Bangor, Maine
as a Pine Tree Zone, said Property edstirg on portions of tax maps Rl, R8 and R9
and shown on the attachetl Exhibit A; and
WHEREAS, the Properties within the Pine Tree Zone are delennated by the CIN of Bangor W be
wkable for the tare and development of one or mare of Me qualified business
activities specified in the Pine Tree Zone Program sbhrte, 3" MRSA c 206, sub -C.
3.; and
WHEREAS, the City of Bangor agrees to maintain at least one prrpermitted development site
wabin the Pine Tree Zone on a centinual basis throughout the term of the acne
designation, but only to the extent that Property ser designated remains available
for development; and
WHEREAS, the Cry of Bangor agrees that Bangor Region Development Alliance shall represent
the Cty of Bangor on the PVPTZ Speeding Committee and that said Steering
Committee shall administer the PVPTL on it behalf under the rules established in
Me PVPfZ Development Plan; and,
WHEREAS, Eastern Melne Development Corporation (EMDC) shall save as the primary
Administrathre contact for the RIM as outlined and defined in the fu P
Daelopment Plan; and

Narrative Summary, Zone Description
The Penobscot Valley Pine Tree Zane is one of four enumerated zones in Title 30-A,
Chapter 206, Sub -chapter 3. The purpose of the PV PTZ is to street slew investment and
create jobs on designated parcels (sub -zones) in the zone.
The PV PTZ is being established by a Steering Cannoneer, chaired by ENIDC,
representing the local development organisations serving commumdes with sites in the
ne. The Steering Commitee will bear, recommend, and make decisions on the
development or amendment¢ of the PV PTZ (following rales established by DECD and
with significant guidance from the raordcipaldion voth approved parcels in the sone).

Sites were selected fm the PV PTZ using the reinceelmmves to the steeting committee.
Each representative collected nominations from communities thein organization serves.
T'he steernng commiose scored the some and used these scores as guidance innomimting
sites. Twenty-eight sites were originally nommalW encompassing over 7,200 acres.
E C reviewed these sites, met with the Steering Committee, and assisted in culling the
zone to its nominated 20 sub -zones and 4,775 acres.
The primmy region affected includes the all of Penobscot County from Sherman to
fiampden along the Penobscot River and including Buckspom The region is inclusive of
the following Labor Market Areas and is ttigblighted in me map shown: Shaman -Patten,
Millinocke[-East Mitilmocket, Lincoln -Howland, Omer Bangor, Bangor, and Bucksport.

Business Lead Protocol
Business leads will be generated from marketing conducted by the State (including Maine
&Company) and the marketing plan outlined below. E,MDC will be me lead agency for
marketing activities conducted by and on behalf of the PV PTZ.
Generally, lead protocol follows the marketing money. That is, if an agency or
organization is financing a marketing activity, the leads generated by that activity me frit
"corroolled"by thaz agency. in the case ofEMDC, in general (but pending the source of
marketing fords) leads are distributed W appropriate local agencies across the bounty
service mnimry (Haycock, Knox, Penobscot Piscam Luis, Waldo, and Washingixed.
However, m some cases financing may be raised in parinasivp with a local otgamthation
(e.g. BMA). In such a case leads are limited, first, to the areas saved by (bar financing
agency. Ifno site is appropriate for such a lead, EMDC reserves the d9in to "slasm" that
lead across the 6county region and, ifno march works, with DECD (saving the entire
state).
Any leads generated by marketing efforts fiannced by the padcipa ing parties m the PV
PTZ will first be shared with the commibuting agencies. Sewnd, dense leads will be
shared among the other parties inthe PV PTZ. T1urd, leads will be shared across
E C's 6 -county service area. Finally, leads will be shared with DECD for
consideration elsewhcre in Maine.1 -

The primary goal of the PV PTZ is to attroat new investment from existing or new firms
in designated parcels in the PTZ. ]he nine shall report(as required) on the success of it

3. Fit with CEDS
Eastern Maine Development Corporation's CEDS emphasizes four goals: workforce
development, balanced growth, aall vene economy, and the enhancement ofmaditioml
industries. This proposal addresses all ofdel goals, and related strategies, by:
• Supporting balanced growth by concentrating development in existing areas
cunently supporting businesses, or caned for this purpose;
• Promoting the creation of high quality jobs, as this is the major monemic
development need of the region;
• Supporting traditional industries such as wood manufacnuvrg, and other
traditional industries that we likely to use the Port of Seamport; and
• Supporting the gmwW of anci[my businesses associated with the Port of
Seargard and/or utilizing the Port.
4. Preliminary Five Year Plan
The administration and marketing of this zone will require funding. At this pond, there is

C. Cooperative agreements
Attachment D is a draft memorandum of understanding between EMDC, BMA
LLRDC, MAGIC, UVEC, and the Tribe documenting the one of each agency.

In coordination with that plan, the PV =wilt engage in specific marketing activities to
promote the zone in coordination with marketing efforts underway in the Southern area
of the zone undertaken by BRDA.
Likewise, at anothu `9eve1," DECD and Maine and Company will be engaging in
marketing activities. Finally, in many Cases a property in the Zone may haw a real estate
agency working to market me property.

The key ingredient to coordinate these marketing activities is communications. (Let

BRDA has and continues to have an aggressive and relatively well -funded business
attraction-madceting program. Itis an example of multicommunity effort that is
funding a business smanamon-marketivg program for a distinct economic market As
noted, EhmC has and is unveiling new plans to do the some across Eastern Maine
Likewise, EMDC will work specifically with the Northern area of the PV PTZ to develop
its own unique marketing activities. All of these marketing activities will be coordinated
into a distinct marketing program.
Southern Pew6scot Palley Area
Currently, BRDA marketing includes activities to advertise and conduct business
consultants to assist in generating "leads." There is also a di rgan about In encourage

EMDC will work with MAGIC, UVEC, and LLMC to develop a more detailed

Penobscot marketing efforts shall be in wood products and advanced wood products.
Additional focus will be considered in precision manufacturing.
This sub -region within the PV PTZ will work closely with EMDC to prepare and fund
marketing activities they mart this repay parts. It will build upon EJyMal Business
Investment Program az well as BREA (cumen and future) activities. Mast notable likely
activities for the Northern Penobscot Region m participate in mordination with EMDC
and, yr the future, with BRDA include the following.
Atlantic Canada and Quebec Prospect Visits
EMDC will continue to develop relationships with contacts in Atlantic Canada
and Quebec. EMBC's bu ine s invesvnentplan includes contacts and visiU

considered across Eastem Maine. These activities are well coordinated and
financed in partnership with BRDA and shall be coordinated and considered for

We will convene ameeting of successful firms across the zone to gather thew
suggestions on addifiong marketing activities. Most notably, we will ask about
then suppliers and customers ( general) and ask (privately) for suggestions on
types of fvds that moot PTZ eligibility nequvements that they dight recommend
we pursue—and how.
Contacting Graduates
As noted above, BMA has

Parcels (sub -zones) widen the PV PTZ may be added, dropped, or swapped from the
PV PTZ, following rales estblished by DECD, and in accordance with the following
principles and procedures obablished by the Steering Committee.
1. A parcel can badly be removed from a town with approval from the town
official.

Parcel (sub-zo) addinow
Additional parcels (sub -zones) may be eonsidaed from mots of government na

the request to the appropriate local -area development agency. That local -area agency

The PV PTZ will formally be established (following pre -approval process a[ DECD) by

continue and grow as their Business Investment Plan is implemented.
Financial Commitments

The limited marketing budget for this wee is reflective of the ability Ofmuoicipalities to
support this initiative. As noted above, the Bangor region supports marketing through
BRDA. By its very nature, BREA marketing will market the PV PTZ (see marketing and
protocol above).
