Responsible Deparbmmnt Ory Manager Staff and Council have been working for some time to finaline a site for the new police headquarters building. In September 2003, the Council selected 240 Main as this location. Subsequent to that decision, the City and the University of Maine System began discussions regarding the potential of exchanging space in the Gants Building for University System Property in the Maine Business Enterprise Park. This opened the possibility of loatin%Me police department on UMS properly and reusing an existing building. At its meeting of May 24 , Me Council adopted an order selecting 107 Malne Avenue as the Police site. Order, Dissecting City Staff to Take the Necra nery Steps m Construct a Headquarters Building for the Bangor Police Department at 240 Main Street WHEREAS, the anent Police Headquarters located on Court Street no longer meets Me needs of the department and Rs employees; and WHEREAS, on September 22, 2003, the Council adopted Council Order 03-306 selecting the property at 240 Main Street as the location far a new police facility; and WHEREAS, subsequent to that action, the City entered Into negotiations Won Me University of Maine System far a property exchange through which the System would take ownership of the top floors of Me gems Building in downtown Bangor and the City would receive the System property adjacent W the Maine Business Enterprise Park, including the property at 107 Maine Avenue; and WHEREAS, gA'wr the estimate of cosi asaciated with constructing a police frdlity at 290 Main Street As well as the cords associated with the proposed property exchange with the University of Maine System, City staff undercook an analysis of the estimated costs associated with relocating tine Police D paronent to the System property located At 107 Maine Avenue; and WHEREAS, based on mmilembols involving initial construction cast, fidwe potential expansion opportunities, and the potential for private development on the site at 2Q Main, the Council directed staff to proceed to develop a new police building at 107 Maine Avenue by adopting Council Order 04-155 on May 24, 2009; and WHEREAS, upon Airliner reflection, the Council water to reafirm the importance of bating major pudic facilities, including the police building, In or rear downtown; and WHEREAS, the location at 290 Main Street will also provide benefits m the City's efforts W feNtalize the Waterfront and in support of private development between Main Street and the Penobscot RNer; and WHEREAS, this location wib also insure use of accessibility W the Police Department for downtown businesses and the public; and WHEREAS, in addition, revenues that can be generated overtime from the lease and/or sale of the buildings and property located at 107 Maine Avenue will offset any additional cost associated with cansbucting a police building on 240 Main Street NOW, THEREFORE, BE N ORDERED BY THE CRY COUNCR OF THE CRY OF BANGOR THAT: Council Order 09-155 u hereby rescinded and Oty Raff is hereby auMaized and direete0 W take Me necessary Reps to proceed wan the loradon and cunshuebn of a nm headquarters building for the Bangor peace Department to be located! at M Main Sheet.
