Commentary: It recently came to our attention that a longstanding Golf Course practice is contrary N a
City adopted polity regarcing Event or Activity Fees. Hlstancally, the Golf Course has penniltecl
employees to play the course without paying doling restricted times as pmt of their compensation
package. This has proven beneficial as B allows employees to see course conditions, encourages
employees to take pride in their work, and assists with hiring and retaining desired staff. This Is a
custanary pradice at most Maine golf courses.
Staff recommends that the City policy be waived to allow for continuation of this Golf Course practice for
Ne remainder of the current season. This will provide time to staff to dewlap a recommendation prior to
the beginning of the 2005 season.
The Government Operations Canmlitee reviewed and recommended approval at Its meeting on May 25,
2004.

MEMORANDUM
TO: Government Operations Committee

RE: Free Play for Golf Course Employees
DA: May 20, 2004.
It has been brought to our attention the long-standing unwritten
policy at Bangor Municipal Golf Course allowing all employees to play -
free runs counter to the city's Entrance Fee Policy that was established
in 1996.
Staff surveyed over forty golf courses in the state and found that
of the forty-three contacted, only three did not haves Policy -
permittingfreeplayforstaff. Western View of Augusta permits full-
time employees free play and part-time employees to play for half
price. Riverside. Municipal Golf Course in Portland employees must
work a minimum of 21 hours a week in order W be eligible for free,
play.
All courses surveyed have various day and time restrictions for
employee free play. Afew courses even include free golf carts when
available. Most all felt R was in their best interest thinclude free play
as an incentive when hiring staff. As you can see in the attached
memorandum from Golf Pro Brian Enman, he concurs with that
conclusion.
It is the staff's recommendation that the current policy be left in
place for this year as all employees were hired with the understanding
that free play was available under certain conditions. If the committee
wishes to consider a change in policy for next year, we suggest that
employees work a minimum of twenty (20) hours a week in order to be
eligible for free play. Employees working less than twenty hours
week would pay half price.

CITY EVENT OR ACTIVITY EIJTRANCE FEE POLICY
1.0 PURPOSE
This policy is intended to provide guidance to Members of the City Counoil and staff
regarding the treatment of Councilors and employees wishing to participate m City
activities or events for which an admission fee is normally charred.
2.0 POLICY
In general, City Council Mambas and employees are to be treated inthe same mower as
other citizens and members of the public for admission to activities or events For which a
fee is charged. Council Members and employees are expected to pay such entry fees and
shall act request or receive free admission for Nemselves or complimentary admission
for others. This shall include but not be]imitedto such events M. the Bangor State Fair,
concerts and other paid admission events at Bass Park and the use of City facilities and
services such'as the Golf Course or Sawyer Arae.
3.0 11APLEMBNTATION
3.1 City employees who are responsible£orsuchevenisshallnetprovidefiee
-
admission to Councilors or employees or to my other individual m me request of
Councilors or employees.
3.2 Requests for free admission or for other preferential treatment shall be reported to
the City Maoi Where such requests originate with a Member of the Council;
the Manager shah inform the Coir of the City Council or, should the Council
Chair be directly involved, the Chair of the Council Finance Committee.

responsible for rhe day to day interpretation and enforcement of this policy.
4.o RIGHT OF ACCESS AND PARMCIFATION
4.1 Nothing in this policy shall be interpreted m such a marmer as to deny to any
Cowcilor or employee the same rights of access and participation which are
., provided to members of me gevaal pubhc.
5.0 =C=ONS
'The mllovnng limited exceptions are granted to this policy. Comments mud employees
shall be allowed free admission to:

5.1 Events where the soon or of the event has requested that such individuals be
present to provide a welcome, to formally represent the City or to otherwise fill an
appropriate wearmaral function.
52 Such individuals are active participants in such events through assignments as
contest judges, game participants, awomcera, etc., where orb=with such -

5.3 The fainamis duringme Bangor State Fair for purposes of inspecting the
grounds, participating in events desigted to publicize the activities of the fair,
serving as volunteer workers, or to meet with Bass Park or Fair staff on items
related to City business. - -
5.4 Events or ainvides sponsored or co-sponsored by the City where the Counril hay"

incentive for participaim in the City's aminal Combined Charitable Campaign.
6.7 Events or activities where employee admission is paid by a third party with no
direct relationship with the City.
6.0 REVISIONS
The City Manager or members of me City Comuil may recommend changes to this
polewhomtimetotime. Such changes mustbe approved by the full Council prior to
becoming effective.
